KITTITAS COUNTY <br />PUBLIC WORKS STUDY SESSION MINUTES <br />In -Person and Webex <br />Regular Meeting <br />MONDAY 1:30 PM June 13, 2022 <br />Board Members Present: Chairman Laura Osiadacz, Vice -Chairman Cory <br />Wright, and Commissioner Brett Wachsmith. <br />Others: Mark Cook, Rebecca Cruse, Public Works; Dan Carlson, Jeremy <br />Larson, Jessica Miller, Community Development Services; (4) Members <br />of the Public <br />At 1:58 pm Chairman Laura Osiadacz opened the Public Works Study <br />Session. <br />CITIZEN COMMENT <br />Alice Road Resident expressed concern over the possibility of <br />upgrades to the private drive. <br />ROAD VARIANCE COMMITTEE MEMBERS DISCUSSION <br />Mark Cook briefed the Board on status of the Road Variance Committee. <br />Mark Cook requested the Board of County Commissioners for direction <br />on appointment of a citizen on the committee. Questions pursued about <br />term limits and reappointment of current member. The Board directed <br />staff to reappoint Mark Kirkpatrick for a 2 -year term length, upon <br />acceptance of the position the committee member will need to submit <br />written confirmation of the appointment. <br />ROAD VACATION REQUEST <br />Mark Cook briefed the Board of County Commissioners on an application <br />received by Public Works to vacate unconstructed county road right- <br />of-way of Boondoggle Road. Staff was directed to prepare enabling <br />documents for a public hearing to consider the vacation of a portion <br />of Boondoggle Road. <br />ALICE ROAD DISCUSSION <br />Mark Cook briefed the Board of County Commissioners on the issues <br />many of the joint -use driveways and private roads in Kittitas County <br />are facing. Mark Cook stated that the conditions of many of these <br />access roads would not be accessible to fire/life/safety vehicles. <br />Mark Cook added that currently, development in steep terrain is <br />difficult to engineer to meet current county road standards for <br />Private Road Certification. Mark Cook presented the possibility to <br />legal that the county drafts a hold harmless agreement for land that <br />is unsuitable or indefensible for development.
