03/16/2022 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />CONFERENCE ROOM/WEBEX <br />SPECIAL MEETING <br /> <br />WEDNESDAY 9:00 A.M. MARCH 16, 2022 <br /> <br />Board members present: Chairman Laura Osiadacz, Vice-Chair Cory <br />Wright; and Commissioner Brett Wachsmith. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Mark Cook, Public Works <br />Director; Brian Carlson, Budget & Finance Director; Phil Backlund, <br />Consultant; and 2 members of the public. <br /> <br />SPECIAL MEETING 90-DAY REVIEW COMMISSIONERS <br /> <br />At 9:00 a.m. Chairman Osiadacz called a Special Meeting to order for <br />a quarterly review with Phil Backlund. <br /> <br />GRADING PERMIT TORREY WING PUBLIC WORKS <br /> <br />Mark Cook, Public Works Director, provided an update regarding <br />Torrey Wing and grading permit fees. After discussion the Board <br />approved Director Cook’s request and provided direction. <br /> <br />LETTER OF SUPPORT FISH COMMISSIONERS <br /> <br />Commissioner Wright moved to approve a letter to the City of <br />Ellensburg Mayor Nancy Lillquist, supporting FISH’s request for <br />$250,000.00 from the City of Ellensburg to bring the capital <br />campaign nearer to a close, and a groundbreaking in early summer. <br />Commissioner Wachsmith seconded. Motion carried 3-0. <br /> <br />REVIEW 90-DAY COMMISSIONERS <br /> <br />Phil Backlund, Consultant, and the Board of Commissioners held a 90- <br />day review for big goals; smaller goals; building into the culture; <br />plans of keeping a written record moving forward of goals; should <br />Commissioner website include updates to the plan and a list of <br />accomplishments; and measurement and dashboard, what are the <br />components, who will maintain, and where it will be located. The <br />Board discussed having a meeting with Backlund once a month, on the <br />third Monday of each month at 10:00 a.m. There was discussion on the <br />terms of the service agreement with Mr. Backlund to include the <br />Board meeting, periodic meetings with Department Heads & Elected <br />Officials, and Chairman Osiadacz to work on negotiating the terms of <br />the agreement and bring it back before the Board. <br /> <br /> <br />
