03/16/2022 MINUTES 1 COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON CONFERENCE ROOM/WEBEX SPECIAL MEETING WEDNESDAY 9:00 A.M. MARCH 16, 2022 Board members present: Chairman Laura Osiadacz, Vice-Chair Cory Wright; and Commissioner Brett Wachsmith. Others: Julie Kjorsvik, Clerk of the Board; Mark Cook, Public Works Director; Brian Carlson, Budget & Finance Director; Phil Backlund, Consultant; and 2 members of the public. SPECIAL MEETING 90-DAY REVIEW COMMISSIONERS At 9:00 a.m. Chairman Osiadacz called a Special Meeting to order for a quarterly review with Phil Backlund. GRADING PERMIT TORREY WING PUBLIC WORKS Mark Cook, Public Works Director, provided an update regarding Torrey Wing and grading permit fees. After discussion the Board approved Director Cook’s request and provided direction. LETTER OF SUPPORT FISH COMMISSIONERS Commissioner Wright moved to approve a letter to the City of Ellensburg Mayor Nancy Lillquist, supporting FISH’s request for $250,000.00 from the City of Ellensburg to bring the capital campaign nearer to a close, and a groundbreaking in early summer. Commissioner Wachsmith seconded. Motion carried 3-0. REVIEW 90-DAY COMMISSIONERS Phil Backlund, Consultant, and the Board of Commissioners held a 90- day review for big goals; smaller goals; building into the culture; plans of keeping a written record moving forward of goals; should Commissioner website include updates to the plan and a list of accomplishments; and measurement and dashboard, what are the components, who will maintain, and where it will be located. The Board discussed having a meeting with Backlund once a month, on the third Monday of each month at 10:00 a.m. There was discussion on the terms of the service agreement with Mr. Backlund to include the Board meeting, periodic meetings with Department Heads & Elected Officials, and Chairman Osiadacz to work on negotiating the terms of the agreement and bring it back before the Board.
