KITTITAS COUNTY <br />SHERIFF'S STUDY SESSION <br />COMMISSIONERS' AUDITORIUM, 205 WEST 5TH ROOM 109 - ELLENSBURG <br />Regular Meeting <br />WEDNESDAY 1 8:00 AM February 2, 2022 <br />Board members present: Chairman Laura Osiadacz, Vice -Chairman Cory Wright, and Commissioner <br />Brett Wachsmith. <br />Others In -Person: Sheriff Clay Myers, Inspector Christopher Whitsett, Mark Cook; Public Work <br />Director. <br />Others via WebEx: Ken Grannan; Airport Director, Chris Horner, and Doug Mitchell; Prosecuting <br />Attorney's Office. <br />Homelessness Mitigation: Sheriff Myers indicated that there is an increase in homelessness and wanted <br />to bring this to the Boards attention. We need to push this issue to make it a priority and we need to <br />address the squatters. Chairman Osiadacz mentioned maybe a conversation with City of Ellensburg to see <br />if they want a broader conversation on the homeless challenges in parks and invite Sheriff's Office. <br />SAR Future Transition to Upper County: Sheriff advised the Lease Agreement is with City shop. Next <br />phase is design and construction for Cie Elum Airport; address 1) SAR Management equipment needs <br />space (primarily for vehicles) holding on to vehicles for appeal process; need secure area. 2) Surplus and <br />pending sales, and seasonal vehicles as we are running into problems at the Umptanum building. <br />Ken Grannan, Airport Director; mentioned that fencing prices have been discussed. Currently Sheriffs <br />Office uses for inmate transfers with no issues for now, lease is thru 2027. Sheriff mentioned the five <br />acres in the upper county can be solved and if feasible to use the space and Director Cook said present <br />value to the board and transfer. Director Cook encouraged to move quickly and that we need to have a <br />conversation with Board. Commissioner Wright asked you SAR or Substation? Sheriff said SAR & <br />Emergency Management are priority now for Upper County, west precinct is location. The future <br />approach partner with Roslyn & Cie Elum. Direction Cook mentioned to move on land use now, <br />architect, design, and scope of services. It was mentioned that the Board will have a conversation with Cie <br />Elum City Council and Director Cook to speak with Mayor McGowan. Next steps: work on land use for <br />services, Sheriff to work with Auditor's Office and Chief Higashiyama (Emergency Management) on <br />funding. Director Cook to get value and give to Director Grannan. Sheriff mentioned he did not place <br />funds in Sheriff's budget, look at County level for grant funding to start process. Commissioner <br />Wachsmith said he has Federal information he can pass along. <br />Discuss & Review Exemptions Under the County Noise Ordinance: Chairman Osiadacz has been <br />receiving calls about dogs barking all the time. Under the exemptions in `Noise Ordinance' one says dog <br />grooming (Chairman Osiadacz addresses lists of exemptions) quiet after I Opm, construction exemption <br />okay, but ongoing is not okay. Sheriff mentioned `farming' some work is done during day and at night. <br />This is a challenge and a reason why we have zoning. Whitsett mentioned that there are weaknesses and <br />we had to have legal review exemptions in past. Sheriff said board might want to create a study group to <br />2020-12-02 MINUTES <br />
