KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />AGENDA STAFF REPORT <br />AGENDA DATE: December 21, 2021 <br />ACTION REQUESTED: Request to approve a Resolution to award Transportation Funding in <br />the amounts of $870,000.00 to Kittitas County supporting the Vantage <br />Hwy over Cascade Canal Bridge Replacement, $1,284,000.00 to the <br />City of Ellensburg supporting Brick Rd Improvements, and <br />$747,108.00 to the City of Cle Elum supporting the First Street Phase <br />3B project. <br />BACKGROUND: Kittitas County Public Works has obligation authority from <br />Washington State Department of Transportation (WSDOT) to manage <br />the Surface Transportation Block Grant (STBG) funds as a County <br />Lead Agency. Funding is typically allocated on a three-year cycle (FY <br />22-25) with a call for projects to eligible agencies, and then <br />monitoring progress to ensure obligation of awarded funds within the <br />allocated time frame. A recent call for projects was made to <br />qualifying agencies in the County. Four (4) applications were <br />received, one (1) from the City of Ellensburg, two (2) from the City of <br />Cle Elum, and one (1) from Kittitas County Public Works. A <br />technical advisory committee comprised of City of Ellensburg staff <br />and Kittitas County Public Works staff reviewed; scored, ranked, and <br />met to recommend awarding funds. <br />Kittitas County requested $870,000.00 to support the construction of <br />Vantage Hwy over Cascade Canal Bridge (No. 89342). The proposed <br />project will replace the damaged and load restricted bridge at milepost <br />5.25 Vantage Hwy. The existing structure will be replaced with a new <br />bridge, guardrail, and approaches. The roadway will be repaved, and <br />shoulders reconstructed, to meet current WSDOT standards and <br />specifications. <br />The City of Ellensburg requested $1,284,000.00 to support <br />construction of Brick Rd Improvements from Radio Rd to the <br />northern city limits. The proposed project will include roadway <br />widening and overlaying of the existing roadway to maintain the <br />existing two lanes of travel and will include the installation of <br />curb/gutter, stormwater facilities, illumination, and other <br />improvements. <br />The City of Cle Elum requested $747,108.00 to support construction <br />of the First Street Downtown Revitalization — Phase 3B.
