KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />AGENDA STAFF REPORT <br />AGENDA DATE: June 1, 2021 <br />ACTION REQUESTED: Hold a Public Hearing to consider Ratifying the Purchase <br />of Real Property. <br />BACKGROUND: On May 17, 2021 Kittitas County entered into an <br />agreement with the Trust for Public Land for the purchase <br />of real property (land and water rights). This acquisition <br />would secure approximately 226.11 acres of land within <br />Sections 24 and 25, Township 17 North, Range 18 East, <br />W.M. and two associated senior water rights. In addition to <br />the purchase and sale agreement, Kittitas County entered <br />into a separate agreement with the current owners of the <br />subject property to memorialize post -closing actions that <br />were a condition of sale: construction of a fence and a flood <br />alleviation berm. <br />After acquisition, the land will be managed by the Flood <br />Control Zone District as open space for flood hazard <br />reduction, fish and wildlife enhancement, and agriculture <br />uses. <br />Purchase of this real property is contingent on the Board of <br />County Commissioners adopting a resolution authorizing <br />the purchase and on Kittitas County receiving funding from <br />the Department of Ecology for most of the purchase price. <br />Kittitas County has received grant funding from the <br />Department of Ecology's Floodplains by Design program <br />for this acquisition. In addition to the Floodplains by <br />Design grant funding, Kittitas County will commit <br />approximately $100,000 of funding from the 403 Fund to <br />help secure the senior water rights. <br />INTERACTION: Public Works <br />RECOMMENDATION: Hold a Public Hearing to consider ratifying the Purchase of <br />Real Property and Authorize the Chair's Signature on real <br />estate closing documents. <br />
