KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />AGENDA STAFF REPORT <br />AGENDA DATE: June 1, 2021 <br />ACTION REQUESTED: Request to Approve a Resolution to Award $127,550.00 in <br />transportation funding to the City of Ellensburg supporting the <br />signalization of the University Way/Reecer Creek Road intersection <br />and to Award $224,009.00 in transportation funding to the City of Cle <br />Elum supporting the pathway design. <br />BACKGROUND: Kittitas County Public Works supports the Washington State <br />Department of Transportation (WSDOT) Surface Transportation <br />Block Grant (STBG) program as a County Lead Agency. Funding is <br />typically allocated on a two-year cycle with a call for projects to <br />eligible agencies and then monitoring progress to ensure obligation of <br />awarded funds within the allocated time frame. The current two-year <br />cycle is nearing completion. Due to the change in designer for the <br />Kachess Lake Road culvert replacement project there are <br />approximately $372,401 in federal funding which is to be obligated <br />by August 31, 2021. A recent call for projects was made to qualifying <br />agencies in the County. Two applications were received, one from the <br />City of Ellensburg and one from the City of Cle Elum. <br />The City of Ellensburg requested $127,550.00 to support construction <br />of the signal at the intersection of University Way at Reecer Creek <br />Road. Previous STBG funding award has been allocated to this <br />project. Construction bids were recently opened and found to be in <br />excess of previous allotment. Public Works supports awarding an <br />additional $127,550.00 supporting the signalization project. This will <br />allow for construction to proceed this year. <br />The City of Cle Elum requested $224,009 to support design of a non - <br />motorized walking and rolling pathway along Second Street from the <br />east leg of the Second Street and Stafford Avenue intersection to the <br />east leg of the second Street and Short Avenue intersection. Public <br />Works supports awarding $224,009.00 supporting design work of a <br />non -motorized pathway. <br />Funding requests total to $351,559.00 which results in $20,842.00 <br />which may be requested by WSOT to return to the State. <br />INTERACTION: Public Works <br />
