KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />AGENDA STAFF REPORT <br />AGENDA DATE: April 6, 2021 <br />ACTION REQUESTED: Hold a Public Hearing to consider a county wide <br />Telecommunications Franchise with Bluespan Wireless, <br />LLC. <br />BACKGROUND: Public Works received an application from Bluespan <br />Wireless, LLC for a county wide telecommunications <br />franchise on November 30, 2020. After staff research it <br />was discovered that Bluespan Wireless, LLC had purchased <br />a previous utility that serviced the Snoqualmie Pass area <br />and that franchise had expired some time ago. <br />Bluespan Wireless, LLC is requesting a new franchise to <br />continue servicing existing customers and service new <br />customers as needed. <br />Public Works has recently worked with the Prosecuting <br />Attorney's Office to update all franchise agreements <br />updating the liability clause. <br />The Franchise Agreement has been executed by Bluespan <br />Wireless, LLC. <br />INTERACTION: Public Works. <br />RECOMMENDATION: Hold a Public Hearing to consider a county wide <br />Telecommunications Franchise with Bluespan Wireless, <br />LLC. <br />HANDLING: Return Franchise Agreement to Public Works for <br />recording. <br />ATTACHMENTS: Franchise Agreement. <br />LEAD STAFF: Mark R.
