KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />AGENDA STAFF REPORT <br />AGENDA DATE: March 2, 2021 <br />ACTION REQUESTED: Set a Public Hearing for April 6, 2021 at 2:00 pm to <br />consider a county wide Telecommunications Franchise <br />with Bluespan Wireless, LLC. <br />BACKGROUND: Public Works received an application from Bluespan <br />Wireless, LLC for a county wide telecommunications <br />franchise on November 30, 2020. After staff researched <br />the request, it was discovered that Bluespan Wireless, LLC <br />had purchased a previous utility that serviced the <br />Snoqualmie Pass area and that franchise had expired some <br />time ago. <br />Bluespan Wireless, LLC is requesting a new franchise to <br />continue servicing existing customers and service new <br />customers beyond the Snoqalmie Pass area as needed. <br />Public Works has recently worked with the Prosecuting <br />Attorney's Office to update all franchise agreements <br />updating the liability clause. In addition, this franchise <br />requires remediation action burying exposed <br />telecommunication lines within Hyak. <br />The Franchise Application is complete, and the franchise <br />application fee was collected. <br />INTERACTION: Public Works. <br />RECOMMENDATION: Set a Public Hearing for April 6, 2021 at 2:00 pm to <br />consider a county wide Telecommunications Franchise <br />with Bluespan Wireless, LLC. <br />HANDLING: Return one Notice of Public Hearing to Public Works. <br />ATTACHMENTS: Franchise Application. <br />LEAD STAFF: Mark R.
