Public Health <br />_100 Department <br />To Protect and Promote the Health and the Environment of the People of Kittitas County <br />Joint BOCC/BOH Public Hearing <br />Meeting Minutes <br />December 17, 2020 <br />WebEx Meeting <br />10:00 a.m. <br />Present <br />Board of Health (BOH): Brett Wachsmith, Laura Osiadacz, Cory Wright, Dede Utley <br />Absent: John Asriel <br />Public Health: Tristen Lamb, Jesse Cox, Chelsey Loeffers, Katie Odiaga <br />Meeting called to order at 10:00 a.m. <br />Tristen Lamb reviewed the staff report for the 2021 Public Health Fee Schedule. Ms. Lamb gave a brief <br />overview of non -monetary, non -environmental health fee changes to the fee schedule policy, including <br />language regarding clinic services, and vital records. <br />Jesse Cox gave the board an overview of the 2021 proposed changes to the environmental health fees, <br />which included information regarding feedback from stakeholders and the decrease in fees, and wanting <br />to see an increase in staffing. Mr. Cox reviewed three fee scenarios for the board; proposed fees as is, <br />proposed fees adding an additional staff person at 0.6 FTE, and, proposed fees adding an additional staff <br />person at 1.0 FTE. <br />There were questions from the board regarding OSS fees and staffing. Public health staff answered all <br />questions. <br />Public Comment open at 10:23 am <br />Pat Deneen voiced concern regarding the fees for Group A Water System adequate water supply <br />determination applications. Mr. Deneen requested the fee and time for processing be re-evaluated. <br />Public Comment closed at 10:26 am <br />There was discussion about the Group A Water System adequate water supply determination <br />application fees, and their breakout on the fee schedule, and fee methodology. <br />The board expressed their support for hiring an addition full time staff member in the environmental <br />health division. <br />
