2020-12-08 MINUTES 1 <br />COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON WEBEX SPECIAL MEETING TUESDAY 11:00 A.M. DECEMBER 8, 2020 <br />Board members present via Webex: Chairman Brett Wachsmith; Vice- <br />Chairman Laura Osiadacz and Commissioner Cory Wright. <br /> <br />Others via Webex: Taylor Crouch, Deputy Clerk of the Board I; Greg <br />Zempel, Prosecutor; Clay Myers, Sheriff; Dr. Mark Larson, Public <br />Health Officer; Tristen Lamb, Public Health Administer; Julie <br />Kjorsvik, Clerk of the Board, and 15 members of the public. <br /> SPECIAL MEETING RESOLUTION 2020-210 COMMISSIONERS <br /> <br />At 11:00 a.m. Chairman Wachsmith opened a Special Meeting to <br />consider a Resolution in Support of Local Public Health Agency <br />Management of COVID-19 Prevention and Response, and Calling for <br />Immediate Change to State COVID-19 Management, Enforcement Policies, <br />and Statutory Language Limiting State of Emergency Duration Without <br />Legislative Approval. <br /> <br />Greg Zempel, Prosecutor stated some of the legal challenges around <br />COVID-19 and the process of drafting this Resolution. <br /> <br />Dr. Mark Larson, Public Health Officer shared some public health <br />successes for the County. He also shared concern about community <br />members individual decisions regarding COVID-19. The main goal is <br />still to keep community members safe while keeping schools and <br />businesses open. <br /> <br />Tristen Lamb, Public Health Administrator shared her support for the <br />Resolution as well. There are multiple aspects of the health of a <br />community and this Resolution helps to address different sectors of <br />health. <br /> <br />Sheriff Clay Myers shared some enforcement issues with the COVID-19 <br />situation. This Resolution would help tailor enforcement to a local <br />level. <br /> <br />The BOCC then heard some statements from different parts of the <br />community including the Fire District, the Hospital, Thorp School <br />District, and local business owners in the County.
