2020-10-29 MINUTES 1 <br />COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON WEBEX SPECIAL MEETING <br /> THURSDAY 10:00 A.M. OCTOBER 29, 2020 <br />Board members present via WebEx: Chairman, Brett Wachsmith; <br />Vice-Chairman Laura Osiadacz & Commissioner Cory Wright. <br /> <br />Others via WebEx: Taylor Crouch, Deputy Clerk of the Board I; <br />Judy Pless, Budget and Finance Manager; Amy Cziske, Treasurer; <br />and 3 members of the public. SPECIAL MEETING 1406 FUNDS COMMISSIONERS <br />At 10:00 a.m. Chairman Wachsmith opened a Special Meeting to <br />discuss with HopeSource the potential uses for the 1046 Funds. <br /> <br />Susan Grindle, CEO of HopeSource stated that they are interested <br />in working on a project in the Upper County. There is a <br />potential to work with the cities to pool some money for the <br />Upper County. <br /> <br />Commissioner Wright stated this was a topic for the HAHC in the <br />meeting the following day, and the area for discussion will be <br />possible funding for more supportive services. The committee is <br />looking at how they are going to address causal factors of <br />homelessness. <br /> <br />Commissioner Osiadacz mentioned the 10-year plan from 2016, and <br />the main goals from that plan. Craig Kelly, HopeSource stated <br />the State directed all counties to reform the plans to a new 5- <br />year plan standard. This plan was adopted, and it prioritizes <br />construction of homeless units. Currently the County is ahead of <br />schedule on the 5-year plan. Homeless units are great until <br />there is a saturation in units, then supportive infrastructure <br />becomes important. This discussion will be held again with the <br />HAHC at the meeting on 10/30/20. <br /> LETTER IN-PERSON MEETINGS COMMISSIONERS <br />The Board discussed a letter to Governor Inslee regarding in- <br />person meeting restrictions during COVID-19. The Board discussed <br />some minor edits and formatting. Chairman Wachsmith will work <br />with Mandy Buchholz, Deputy Clerk of the Board II to make the <br />edits. Chairman Wachsmith moved to approve the letter as edited.
