KITTITAS COUNTY <br />KITTITAS COUNTY AIRPORT DEPARTMENT <br /> <br />AGENDA STAFF REPORT <br /> <br />AGENDA DATE: November 3, 2020 <br /> <br />ACTION REQUESTED: Authorize the Director of Airport Operations as the Disadvantage <br />Business Enterprise (DBE) Liaison Officer with Signature <br />Authority and Administrator for the Bowers Field DBE Program. <br /> <br /> <br /> <br />BACKGROUND: The U.S. Department of Transportation (DOT) requires airports <br />that receive Federal financial assistance to sign an assurance to <br />comply with 49 CFR Part 26. This helps ensure the DBEs as <br />defined in Part 26, have an equal opportunity to receive and <br />participate in Federal contracts. The previous goal for Bowers <br />Field (2018-2020) was 0%. The current goal for the 2021-2023 <br />timeframe will be 1.9%. This percentage is based on the Federal <br />share of Federal Contracts. A public telecon was held on <br />September 8, 2020 with no comments received. <br /> <br />INTERACTION: Board of County Commissioners, Airport staff and FAA <br /> <br />RECOMMENDATION: Airport Staff is requesting the BOCC give the Director of Airport <br />Operations signature authority on the 2021-2023 Bowers Field <br />DBE Plan. Additionally, Airport Staff is requesting the BOCC to <br />designate the Director of Airport Operations as the DBE Liaison <br />Officer to administer and sign future DBE Program Plans. <br /> <br />HANDLING: None <br /> <br />ATTACHMENTS: Bowers Field DBE Program Plan (2021-2023) with Attachment 5, <br />Resolution <br />
