07/09/2020 MINUTES 1 <br />COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONERS AUDITORIUM SPECIAL MEETING THURSDAY 9:00 A.M. JULY 9, 2020 <br />Board members present via Webex: Commissioner Brett Wachsmith; <br />Commissioner Laura Osiadacz; and Commissioner Cory Wright. <br /> <br />Others via Webex: Taylor Crouch, Deputy Clerk of the Board I; Mandy <br />Buchholz, Deputy Clerk of The Board II; Arden Thomas, WRP Manager; <br />Mark Cook, Public Works Director/Interim County Engineer; Melissa <br />Speeg, Kittitas Conservation Trust; Brian Straniti, The Nature <br />Conservancy; Darcy Batura, The Nature Conservancy; Jane Kiker, The <br />Nature Conservancy; Nicky Pasi, Mountains to Sound Greenway; and 5 <br />members of the public. <br /> PRESENTATION PUBLIC DEVELOPMENT AUTHORITY COMMISSIONERS <br />At 9:00 a.m. Chairman Wachsmith opened a Special Meeting to receive <br />a presentation regarding a Public Development Authority proposal. <br /> <br />Darcy Batura, The Nature Conservancy gave a brief overview of the <br />project. Melissa Speeg, Kittitas Conservation Trust presented on the <br />Checkerboard Partnership Community Forrest vision. She overviewed <br />the Public Development Authority and why this project was important <br />for timing reasons. There is a grant application with a fall <br />deadline. <br /> <br />There was discussion on long term planning. Melissa Speeg presented <br />on the financial aspects of this project. Commissioner Wachsmith <br />asked how COVID-19 would impact potential funding. Darcy Batura said <br />that funding may be impacted but that the application would still be <br />moving forward. <br /> <br />There was discussion on community outreach. <br /> <br />Commissioner Osiadacz will submit a request to the Prosecutor’s <br />Office to start the review process. With current COVID-19 <br />restrictions the Board stated their wish to hold off on a Public <br />Hearing on this until Phase 4. <br /> <br />Meeting adjourned at 10:06 a.m. <br /> <br /> KITTITAS COUNTY COMMISSIONERS DEPUTY CLERK OF THE BOARD I KITTITAS COUNTY, WASHINGTON
