05/07/2018 MINUTES 1

COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
COMMISSIONER’S CONFERENCE ROOM
SPECIAL MEETING

TUESDAY 1:00 P.M. MAY 7, 2018

Board members present: Chairman Laura Osiadacz; Vice-Chairman Obie
O’Brien. Excused: Commissioner Paul Jewell.

Others: Mandy Buchholz, Deputy Clerk of the Board II; Kasey Knutson,
Health Promotion Supervisor/DD Coordinator & Robin Read, Public Health
Administrator.

SPECIAL MEETING DD FUNDING UPDATE PUBLIC HEALTH

Robin Read, Public Health Administrator stated that recently they were
under the impression they had until 6/30/18 to spend approximately
$50,000.00 of Admin and Info/Ed Funds allocated to Kittitas County for
its DD Program. She stated when they were notified of this they reached
out to their Department’s Deputy Prosecuting Attorney (DPA) to review
the Contract language and to see if they came to the same conclusion.
Ms. Read stated that her DPA didn’t feel the language in the Contract
was supportive of what DSHS/DDA was implying was required of the County
pertaining to the funding being spent down.

Kasey Knutson, Health Promotion Supervisor/DD Coordinator provided
handouts for review outlining DD Info/ED Funds and DD Admin Funds; E-
Mail discussion outlining plans between the County and DSHS/DDA as well
as a response from providers that the County reached out to for proposed
budget expenditures in the event they “had” to get the funds spent by
6/30/2018.

Ms. Read explained that now they have gotten things clarified it appears
they only have $4,439.12 to spend by the end of June and asked if the
Board had any preferences based off of the projects presented.

Commissioner O’Brien and Chairman Osiadacz both indicated that the new
amount of $4,439.12 is not nearly as concerning as the previous amount
they have been notified of and stated they felt comfortable with Staff
using their judgement in awarding the funds to qualified
projects/expenses.

The meeting was adjourned at 1:15 p.m.
