2018-05-21 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONERS AUDITORIUM <br />SPECIAL MEETING <br /> <br />MONDAY 10:30 A.M. MAY 21, 2018 <br /> <br />Board members present: Chairman Laura Osiadacz; Vice-Chairman <br />Obie O’Brien; and Commissioner Paul Jewell. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Jill Scheffer, Event <br />Center Director; Dan Morgan and Jerry Jensen, Ellensburg Rodeo <br />Board Members. <br /> <br />SPECIAL MEETING PUNCH LIST EVENT CENTER <br /> <br />At 10:30 a.m. Chairman Laura Osiadacz opened a Special Meeting <br />to receive an update on the Rodeo punch list and expenditures. <br /> <br />Jill Scheffer, Event Center Director presented the Board with a <br />handout including the 2018 Rodeo Capital Projects and Punch <br />List. She said they tried to itemize the punch list items <br />according to public safety being a priority. The total estimated <br />costs if all funded would be approximately $40,000.00 and they <br />were not included in this year’s budget. (The amount does not <br />include the Capital projects). <br /> <br />There was discussion about the current contract between the <br />County and the Rodeo Board. Jill said according to her Deputy <br />Prosecutor the way the contract is written, whatever is not done <br />by July 1st the Rodeo Board can determine what projects to work <br />on and charge back up to $25,000.00 to the County per year, so <br />whatever the County were to choose to pay for before July 1st <br />could be in addition to the $25,000.00 if they submitted <br />anything for reimbursement. Commissioner Jewell said if that’s <br />what the language in the contract has been interpreted, it was <br />poorly written and not how it was intended to be. He said it was <br />intended for a partnership and collaboration and not open ended <br />for County funding. Dan Morgan, Rodeo Board Member commented on <br />how their investments to the grounds benefit everyone who uses <br />the facility. The Rodeo Board does a walk through on July 1st or <br />before just as in years past and decides what to work on, noting <br />it doesn’t leave them much time to get things accomplished <br />before the event over Labor Day Weekend. <br /> <br />The Board said the priority projects they were in favor of on <br />the list included the electrical circuits, water service, rock
