<br />01/04/2019 MINUTES 1 <br /> <br /> <br /> <br /> <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONER’S AUDITORIUM <br />SPECIAL MEETING <br /> <br />FRIDAY 1:30 P.M. JANUARY 4, 2019 <br /> <br />Board members present: Chairman Cory Wright; Vice-Chairman Brett <br />Wachsmith & Commissioner Laura Osiadacz. <br /> <br />Others: Mandy Buchholz, Deputy Clerk of the Board II; Mark Cook, Public <br />Works Director/Interim County Engineer and 4 members of the public. <br /> <br />SPECIAL MEETING TOWNS TO TEANAWAY COMMISSIONERS <br /> <br />At 1:30 p.m. Chairman Wright opened a Special Meeting to receive <br />presentation from the Project Leadership Group Re: the County’s future <br />role with the Towns to Teanaway. <br /> <br />Nicky Pasi, Mountains to Sound Greenway provided & reviewed handouts. <br />She gave a presentation outlining the project precursors, timeline, <br />goals, alternative options, outcome of public comment and a map showing <br />the easement holders boundary lines. <br /> <br />Jim Becker, Towns to Teanway Project Member outlined the implementation <br />timeline. He stated that they are looking to see if the County would be <br />willing to be the easement holder so that the private landowners felt <br />more secure with the “transaction”. He stated that the County will be <br />around forever and there is not that guarantee with other possible <br />options for easement holders. He stated that the only cost would be <br />insurance and it would total approximately 4 miles. <br /> <br />Commissioner Osiadacz stated that she met prior to the meeting with <br />County Staff and Deputy Prosecutor Neil Caulkins felt it would be most <br />appropriate for the County to draft the easements if the Board chooses <br />to go that route. She stated that Deputy Caulkins looked at statues for <br />Recreational Trails and typically injuries are at the user’s risk. She <br />stated that Risk Manager/HR Director Young has also indicated that <br />insurance would be approximately 5,000.00 for insurance. <br /> <br />The Board directed Director Cook to look at funding options and present <br />at the 1/14/19 Public Works Study Session. <br /> <br />The meeting was adjourned at 2:20 p.m. <br />
