2018-12-04 MINUTES 1 <br /> <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONER’S CONFERENCE ROOM <br />SPECIAL MEETING <br /> <br />TUESDAY 9:00 A.M. DECEMBER 4, 2018 <br /> <br />Board members present: Chairman Laura Osiadacz; Vice-Chairman Obie <br />O’Brien; and Commissioner Cory Wright. <br /> <br />Others: Mandy Buchholz, Deputy Clerk of the Board; Larry Leach, DNR; <br />Mike Livingston, WDFW and Elizabeth Torrey, WDFW. <br /> <br />SPECIAL MEETING NO NET LOSS ROADS COMMISSIONERS <br /> <br />At 9:00 a.m. Chairman Osiadacz opened a Special Meeting to discuss <br />what the BoCC feels is the best definition of no net loss of roads. <br /> <br />Chairman Osiadacz stated that this came out of a Public Lands <br />Advisory Committee (PLAC) Meeting and the Boards input was <br />requested. She indicated that she provided some definitions <br />developed at the PLAC Meeting and reviewed them; she also stated <br />that one of the other members Mr. Dave Duncan provided in an e-mail <br />what he views as a definition of not net loss of roads. <br /> <br />There was discussion over what WDFW and DNR would need to be in <br />agreement as well as enforce the definition but there was enthusiasm <br />shared from both WDFW and DNR that it’s being discussed because it’s <br />not clear. <br /> <br />The Board determined they would like to see something compiled that <br />somewhat blended the two documents provided by Chairman Osiadacz <br />with a few changes. They wanted mapped roads added and would like to <br />see the part in Mr. Duncan’s definition about the County authority <br />modified. They also wanted to remove from the suggestions “or <br />demonstrate unequivocally why the closure is mandatory”.
