2018-07-30 MINUTES 1 COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONERS CONFERENCE ROOM SPECIAL MEETING MONDAY 1:00 P.M. JULY 30, 2018 Board members present: Chairman Laura Osiadacz; Vice-Chairman Obie O’Brien; and Commissioner Cory Wright. Others: Mandy Buchholz, Deputy Clerk of the Board II; Tim Egan, Facilities Maintenance Director; Lisa Young, HR Director/Interim Event Center Director. SPECIAL MEETING EQ SHARING - KVEC COMMISSIONERS At 1:00 p.m. Chairman Laura Osiadacz opened a Special Meeting with the Board to discuss Equipment Sharing at the Event Center with the Ellensburg Rodeo Board (ERB). Tim Egan, Facilities Maintenance Director stated that he has enforced County Policy with regard to Non-County Employees using County Equipment and Tools. He said if the Board wants to give him different direction that’s fine, and he will proceed with however the Board directs him. He stated that the County doesn’t have a lot of new equipment or a lot of supply in general, so it takes away Maintenance’s resources as well as the additional wear & tear. Lisa Young, HR Director/Interim Event Center Director stated that County Policy specifically states that Non-County Employees may not use or operate County equipment, vehicles or tools. There was discussion on allowing an addendum to the current Agreement with the ERB to allow for the use of County supplies. There was also discussion on having a liability waiver signed by members of the ERB to allow them to use the equipment. Commissioner Wright explained that he was new to all this information but has immediate safety concerns. He stated that his initial feelings are that if Policy says no then the answer is no. He felt that there are a lot of risks involved and the liability to the County is too great. Ms. Young stated that they are bringing someone to do forklift training.
