2018-07-30 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONERS CONFERENCE ROOM <br />SPECIAL MEETING <br /> <br />MONDAY 1:00 P.M. JULY 30, 2018 <br /> <br />Board members present: Chairman Laura Osiadacz; Vice-Chairman <br />Obie O’Brien; and Commissioner Cory Wright. <br /> <br />Others: Mandy Buchholz, Deputy Clerk of the Board II; Tim Egan, <br />Facilities Maintenance Director; Lisa Young, HR Director/Interim <br />Event Center Director. <br /> <br />SPECIAL MEETING EQ SHARING - KVEC COMMISSIONERS <br /> <br />At 1:00 p.m. Chairman Laura Osiadacz opened a Special Meeting <br />with the Board to discuss Equipment Sharing at the Event Center <br />with the Ellensburg Rodeo Board (ERB). <br /> <br />Tim Egan, Facilities Maintenance Director stated that he has <br />enforced County Policy with regard to Non-County Employees using <br />County Equipment and Tools. He said if the Board wants to give <br />him different direction that’s fine, and he will proceed with <br />however the Board directs him. He stated that the County doesn’t <br />have a lot of new equipment or a lot of supply in general, so it <br />takes away Maintenance’s resources as well as the additional <br />wear & tear. <br /> <br />Lisa Young, HR Director/Interim Event Center Director stated <br />that County Policy specifically states that Non-County Employees <br />may not use or operate County equipment, vehicles or tools. <br /> <br />There was discussion on allowing an addendum to the current <br />Agreement with the ERB to allow for the use of County supplies. <br />There was also discussion on having a liability waiver signed by <br />members of the ERB to allow them to use the equipment. <br /> <br />Commissioner Wright explained that he was new to all this <br />information but has immediate safety concerns. He stated that <br />his initial feelings are that if Policy says no then the answer <br />is no. He felt that there are a lot of risks involved and the <br />liability to the County is too great. <br /> <br />Ms. Young stated that they are bringing someone to do forklift <br />training. <br />
