2018-03-27 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONER’S AUDITORIUM <br />SPECIAL MEETING <br /> <br />TUESDAY 3:00 P.M. MARCH 27, 2018 <br /> <br />Board members present: Chairman Laura Osiadacz; Vice-Chairman Obie <br />O’Brien and Commissioner Paul Jewell. <br /> <br />Others: Mandy Buchholz, Deputy Clerk of the Board; Anna Lael, <br />District Manager; Mark Moore, KCCD Chair. <br /> <br />SPECIAL MEETING CONSERVATION DISTRICT COMMISSIONERS <br /> <br />At 3:00 p.m. Chairman Osiadacz opened a Special Meeting to receive & <br />discuss the Kittitas County Conservation District System of Rates & <br />Charges 2017 Report. <br /> <br />Anna Lael, Kittitas County Conservation District Manager provided <br />information on the Kittitas County Conservation District System of <br />Rates & Charges 2017 Report. She reviewed information on their <br />background; government structure; district funding; system of rates <br />& charges; general approach; rate calculation; financial report; <br />activities report, administration, district operations; educational <br />assistance; elementary agricultural appreciation day; Jolly Mountain <br />and wildfire environment video; technical assistance; regional <br />conservation partnership program (RCPP); forest health and wildfire <br />fuels reduction; Kittitas Fire Adapted Communities Coalition; Jolly <br />Mountain Fire; chlorophyll meter and the Kittitas County Hay <br />Growers; USDA Service Center; financial assistance contingency <br />funds; leveraging of funds; summary of leveraged funds; and an <br />update on the pursuit of leveraged funds for the following: DNR, <br />BLM, RC&D, SRFB, NFWF, FEMA-Washington EMD. There was review of the <br />KCCD 2017 activities & projects as well as the Kittitas County PAM <br />Cost Share Program 1999 to 2017 funded by the Kittitas County Public <br />Works, Washington Conservation Commission, and the KCCD Local Funds <br />(rates charges). <br /> <br />Meeting adjourned at 3:40 p.m. <br /> <br />KITTITAS COUNTY COMMISSIONERS <br />DEPUTY CLERK OF THE BOARD KITTITAS COUNTY, WASHINGTON <br /> <br /> <br /> <br />Mandy Buchholz Laura Osiadacz, Chairman <br />
