12/11/2017 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONERS AUDITORIUM <br />SPECIAL MEETING <br /> <br />MONDAY 10:30 A.M. DECEMBER 11, 2017 <br /> <br />Board members present: Chairman Paul Jewell; Vice-Chairman Laura <br />Osiadacz; and Commissioner Obie O’Brien. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Mark Cook, Public Works <br />Director; Josh Hink, Fire Marshal; Dan Carlson, CDS Director; Mike <br />Flory, Building Official; Val Barschaw, Clerk; Rich Elliott, <br />Kittitas Valley Fire & Rescue District #2; Jay Wiseman, Kittitas <br />County Fire District #7; Jeremy Haberman, Building Inspector; Steve <br />Jensen, Kittitas County Fire District #3; Rose Shriner, Kittitas <br />County Conservation District; Scott Chambers, Department of Natural <br />Resources and a representative from the Daily Record. <br /> <br />SPECIAL MEETING JOLLY MOUNTAIN FIRE IMPACTS COMMISSIONERS <br /> <br />Chairman Jewell opened a Special Meeting to discuss areas of concern <br />relating to the prevention/development side to communities from the <br />Jolly Mountain fire. <br /> <br />Rich Elliott, Deputy Fire Chief of Kittitas Valley Fire & Rescue #2, <br />described some of the issues they experienced relating to fire <br />suppression and responder safety challenges during the Jolly <br />Mountain Fire which could have been preventable. He expressed areas <br />of concern relating to the lack of access to certain communities. <br />He said they were asking for a more consistent application of <br />existing road standards and require that all structures be <br />accessible by fire apparatus including grade and turnarounds. The <br />Fire Districts would like to be able to review and make <br />recommendations on variances. <br /> <br />Chairman Jewell said they were going to be holding a Public Hearing <br />next week to consider amendments to the County Code and they could <br />look at amendments to make sure any Fire Districts impacted by a <br />request for a variance would be notified. He noted the County is <br />currently compliant with all the International Fire Code and the <br />Board doesn’t see variances unless they are appealed to them. The <br />Board asked to have specifics provided to them in a report so they <br />can take a look at what happened to see if changes are needed and <br />learn from each of the cases. They felt having the development names <br />would be helpful to them as well when reviewing the information. Jay <br />Wiseman said they would work on getting all of the Fire Chiefs on <br />the same page as well.
