09/06/2017 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONERS CONFERENCE ROOM <br />SPECIAL MEETING <br /> <br />WEDNESDAY 4:00 P.M. SEPTEMBER 6, 2017 <br /> <br />Board members present: Chairman Paul Jewell; Vice-Chairman Laura <br />Osiadacz & Commissioner Obie O’Brien. <br /> <br />Others: Mandy Buchholz, Deputy Clerk of the Board; Mark Cook, Public <br />Works Director; Dan Carlson, CDS Director; Neil Caulkins, Deputy <br />Prosecutor. <br /> <br />SPECIAL MEETING EXECUTIVE SESSION COMMISSIONERS <br /> <br />At 4:15 p.m. Chairman Jewell opened a Special Meeting and announced <br />the Board would recess into an Executive Session for 30 minutes per <br />RCW 42.30.140 to consider Collective bargaining sessions with <br />employee organizations, including contract negotiations, grievance <br />meetings, and discussions relating to the interpretation or <br />application of a labor agreement; or (b) that portion of a meeting <br />during which the governing body is planning or adopting the strategy <br />or position to be taken by the governing body during the course of <br />any collective bargaining, professional negotiations, or grievance <br />or mediation proceedings, or reviewing the proposals made in the <br />negotiations or proceedings while in progress. Possible action <br />anticipated. <br /> <br />At 4:45 p.m. the Board reconvened out of Executive Session. <br />Commissioner O’Brien and County Staff were directed to continue <br />negotiations and move forward with setting up a meeting between the <br />City of Ellensburg and the County. <br /> <br />DISCUSSION MELS BOWL BUILDING LEASE COMMISSIONERS <br /> <br />Commissioner Jewell presented the Board with a DRAFT Commercial <br />Building Lease between the County and Mel’s Bowl. He reviewed and <br />discussed proposed changes for the Board to consider. <br /> <br />There was discussion on Leasehold Tax and Deputy Caulkins was <br />directed to make it clear in the lease that it is in addition to the <br />rent. There was discussion on clarifying late charges/penalties <br />“will” be incurred whenever the lessor is 10 days late. There was <br />discussion on Item 18 “Lessee’s Default”. <br /> <br />The Board was in Agreement with Chairman Jewell’s suggestions and <br />Chairman Jewell was authorized to share it with Mel’s Bowl once the <br />changes were made to negotiate. <br />
