2017-08-01 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONER’S CONFERENCE ROOM <br />SPECIAL MEETING <br /> <br />TUESDAY 8:30 A.M. AUGUST 1, 2017 <br /> <br />Board members present: Chairman Paul Jewell & Commissioner Obie <br />O’Brien. Excused: Vice-Chairman Laura Osiadacz. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board II; Stephanie Hartung, <br />Deputy Prosecutor; Jill Scheffer, Event Center Director; Jim Goeben, <br />IT Director and 1 member of the public. <br /> <br />SPECIAL MEETING SOCIAL MEDIA EVENT CENTER <br /> <br />At 8:30 a.m. Chairman Jewell opened a Special Meeting to consider a <br />photography and social media policy at the Kittitas County Fair. <br /> <br />Stephanie Hartung, Deputy Prosecutor reviewed a memo regarding the <br />County and public photograph use and whether it’s contrary to any <br />State statute or other legal right to privacy. She said there is no <br />requirement or expectation of privacy in a public venue. It is done <br />a lot at events and if someone were to complain it would be simple <br />to accommodate their request to take their photo down from the <br />social media site. She had prepared a photo waiver for minors and <br />adults to sign for Fair exhibitors, volunteers, judges and <br />superintendents. She also provided a sample Crowd Notice Consent <br />and Release Form at all entrances, website, and anywhere else <br />tickets are sold during the Fair. It was also advised to photograph <br />and document the Crowd Release Form use to show it was in place at <br />the time of the event. <br /> <br />Jill Scheffer, Event Center Director, said they have a photographer <br />who is providing in kind services who will be taking pictures at <br />certain times throughout the Fair. Chairman Jewell suggested having <br />them take more generalized crowd photos instead of candid ones. <br /> <br />Jim Goeben, IT Director suggested that the Fair Board members also <br />sign the County’s Social Media Policy. The Board provided direction <br />to Staff to follow the Prosecutor’s recommendations as outlined in <br />their memo relating to posting the Crowd Notice Consent and Release <br />form and photo waiver for all exhibitors, judges, superintendents, <br />etc. <br /> <br />Meeting adjourned at 8:50 a.m. <br /> <br /> <br /> <br />
