2017-03-22 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONER’S AUDITORIUM <br />SPECIAL MEETING <br /> <br />WEDNESDAY 3:30 P.M. MARCH 22, 2017 <br /> <br />Board members present: Chairman Paul Jewell; Vice-Chairman Laura <br />Osiadacz and Commissioner Obie O’Brien. <br /> <br />Others: Mandy Buchholz, Deputy Clerk of the Board II; Lucas Huck, <br />Co. Engineer; Ryan Lyski, City of Ellensburg; Neil Caulkins, Deputy <br />Prosecutor; Mark Cook, Public Works Director and one member of the <br />public. <br /> <br />SPECIAL MEETING ROUNDABOUT FUNDING PUBLIC WORKS <br /> <br />At 3:30 p.m. Chairman Jewell opened a Special Meeting to discuss <br />funding to secure roundabout and consider a Resolution authorizing <br />County expenditure supporting construction of the West Ellensburg <br />Roundabout by the Washington State Department of Transportation <br />(WSDOT). <br /> <br />Mark Cook, Public Works Director explained that recently the WSDOT <br />opened bids for construction of the West Ellensburg Roundabout at <br />Dollarway (SR 97). The low bid is $400,000.00 over project budget <br />and an additional $45,000.00 is requested supporting possible change <br />orders. He stated that Public Works is offering the required funding <br />to secure construction of the project and the City of Ellensburg is <br />offering to pursue an annexation of Currier Creek Estates and a <br />segment of University Way currently maintained by the County. He <br />explained that the annexation process is uncertain and likely to <br />take a considerable amount of time and Public Works has requested a <br />“fall back” position from the City allowing cash reimbursement from <br />the City Traffic Impact Fees. He presented the Board a Joint <br />Resolution between the County and the City for consideration and <br />noted that it had been reviewed by the County Prosecutor. <br /> <br />There was discussion on the annex being a priority and Mr. Lyski, <br />(City Rep.) was in agreement and indicated that he fully understood <br />the Board’s priorities. <br /> <br />RESOLUTION 2017-058 ROUNDABOUT FUNDING PUBLIC WORKS <br /> <br />Commissioner Osiadacz moved to approve Resolution No. 2017-058, A <br />Joint Resolution between Kittitas County and the City of Ellensburg <br />establishing funding for support of a road construction project <br />identified as US 97 Dollarway Intersection – Intersection <br />Improvements being undertaken by the Washington State Department of
