COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />BOCC CONFERENCE ROOM <br />REGULAR MEETING <br /> <br />TUESDAY 10:00 AM MAY 13, 2014 <br />Board members present: Gary Berndt, Obie O’Brien <br />Others: Lisa Young, Kirk Holmes, Jan Ollivier, Roy Chance <br />REGULAR MEETING COMMISSIONERS <br /> <br />1) Call to Order – 10:03 AM <br />2) Staffing Discussion <br /> *Public Works <br />Transportation Manager Ollivier said she was working on a job <br />description for Seasonal Engineer & Planning Tech. After <br />discussion it was decided the position should be temporary, <br />lasting three or four months at a rate of $12/hour. The <br />Board approved. <br /> Construction Manager Chance requested the ability to hire a <br />Seasonal Engineer Tech at $14/hour. The Board approved. <br /> Director Holmes reported that the 2015 budget would include a <br />CADD/Engineer Tech II position that could be funded by <br />federal/state money for road safety work. He also let the <br />Board know that he would be working on a compensation <br />analysis which could result in requests for adjustments and <br />possible retro pay. In closing he stated that the LEAN <br />process is scheduled for fall. <br />3) HR Projects – Director Young will bring the leave report to <br />the next meeting. She gave a status update on the comp study <br />and PDP. <br /> <br />4) KVEC Updates – Director Young discussed how things were going <br />at the Event Center. She said IT and phone work would be <br />happening next week and she was discussing the location of <br />the herbicide tank with Patti. She also plans to contact Kay <br />in the Auditor’s office to surplus vehicles that are not <br />being used. <br /> <br />5) Executive Session – Personnel Matters <br />RCW 42.30.110 (g) To evaluate the qualifications of an applicant for public employment or to review the <br />performance of a public employee. However, subject to RCW 42.30.140(4), discussion by a governing body of <br />salaries, wages, and other conditions of employment to be generally applied within the agency shall occur in <br />a meeting open to the public, and when a governing body elects to take final action hiring, setting the salary <br />of an individual employee or class of employees, or discharging or disciplining an employee, that action shall
