08/08/2016 MINUTES 1 <br /> COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONERS CONFERENCE ROOM <br />SPECIAL MEETING <br /> <br />MONDAY 11:00 A.M. AUGUST 8, 2016 <br /> <br />Board members present: Vice-Chairman Paul Jewell & Commissioner <br />Osiadacz. Excused: Chairman Obie O’Brien. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Brett Wachsmith, <br />Treasurer; Judy Pless, Budget & Finance Manager; and Jerry Pettit, <br />Auditor. <br /> <br />SPECIAL MEETING FINANCING UPDATE TREASURER <br /> <br />Commissioner Jewell provided an update on the proposed financing of <br />projects including the Schnebly Water Purchase, Shady Brook Mobile <br />Home Park purchase, and the Rodeo Arena Seating/Barns Project. Judy <br />Pless reviewed the fund balance and other potential list of <br />projects. Commissioner Jewell acknowledged the funding for the <br />design and engineering study for the Rodeo Arena/Barns were going to <br />be split 50/50 between Kittitas County and the Ellensburg Rodeo <br />Board. <br /> <br />Brett Wachsmith reviewed options for financing totaling less than 5 <br />million dollars, including low-interest bank loans and local <br />programs that could be available through the State. <br /> <br />Jerry Pettit explained how the State Auditors had been looking into <br />the purchase of the Bowling Alley and how REET funds can only be <br />used if it’s in the Capital Facilities Plan.
