MAY 18, 2016 <br /> <br />Board members present: Vice-Chairman Paul Jewell and Commissioner <br />Laura Osiadacz. Excused: Chairman Obie O’Brien. <br /> <br />Others: Mandy Buchholz, Deputy Clerk of the Board; Angela San <br />Filippo, Planner; Doug Mcintyre, Van Ness Feldman, LLP; Lindsey <br />Ozbolt, Chamber of Commerce; Kevin Ramsey, PhD BERK Consultants & <br />Jesse Major, Daily Record. <br /> <br />SPECIAL MEETING PRESENTATION – BERK CONSULTANTS COMMISSIONERS <br /> <br />At 11:00 a.m. Vice-Chairman Jewell opened a Special Meeting to <br />receive a presentation from BERK Consultants Re: Land Capacity <br />Analysis & Population. <br /> <br />Vice-Chairman Jewell explained that he requested to hear the <br />presentation as he is not a part of COG and knew it would be <br />presented before COG & Chairman O’Brien later in the day. <br /> <br />Kevin Ramsey, PhD with BERK Consultants reviewed a presentation <br />outlining the project scope; key decisions for the preferred <br />alternative (countywide growth projections, urban rural split & <br />preferred allocations to study areas); population & employment <br />projections; Kittitas population projections (OFM); population <br />growth projections; employment growth projections; land capacity <br />analysis; maps showing the Kittitas County study areas; land <br />capacity analysis steps; population capacity by study area; <br />allocation to sub-areas; historic shares of countywide population <br />growth by study area; preliminary population allocation scenarios; <br />comparison of allocation to capacity (population); employment <br />capacity by study area (preliminary findings); preliminary <br />employment allocation scenarios; comparison of allocation to <br />capacity (employment); UGA sizing considerations; and the next steps <br />moving forward. He explained that they will need to finalize land <br />capacity analysis after the County and local jurisdiction review <br />(select Countywide growth projections (population/employment); and <br />select allocations to study area (population/employment). <br /> <br />The Board asked questions for clarification, and thanked Mr. Ramsey <br />for taking the time to do an additional presentation. <br /> <br />Meeting adjourned at 12:10 p.m. <br /> <br />
