06/18/2019 MINUTES 1 <br />COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONERS AUDITORIUM SPECIAL MEETING <br /> TUESDAY 2:00 P.M. JUNE 18, 2019 <br />Board members present: Chairman Cory Wright and Commissioner Laura <br />Osiadacz. Absent: Vice-Chairman Brett Wachsmith. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board and Patti Johnson, Solid <br />Waste Director/Project Manager. <br /> PUBLIC HEARING SETTING FEES SOLID WASTE <br /> <br />At 2:00 p.m. CHAIRMAN WRIGHT opened a Public Hearing to consider a <br />proposed Resolution for Setting Fees for the Solid Waste Department. <br /> PATTI JOHNSON, SOLID WASTE DIRECTOR/PROJECT MANAGER reviewed a Staff <br />Report which included the responsibilities of the Kittitas County <br />Board of Commissioners and their managing of the countywide Solid <br />Waste System under the terms of RCW 70.95, RCW 36.58 and the Joint <br />Solid Waste Disposal System of Agreement of March 12, 1979. She <br />reviewed the proposed fee increases, including unsecure loads in an <br />effort to try and reduce the litter on County Roads and traffic <br />hazards. The Board asked Staff questions relating to the proposed <br />fees and the new one for unsecured loads and what would constitute <br />an “unsecured load”. <br /> THERE BEING NO ONE IN ATTENDANCE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED. COMMISSIONER OSIADACZ submitted comments into the record that were <br />received on the Commissioners Facebook page relating to the proposed <br />fee increases and unsecured loads. <br /> RESOLUTION 2019-102 SETTING FEES SOLID WASTE COMMISSIONER OSIADACZ moved to approve Resolution No. 2019-102, <br />Setting Fees for Solid Waste Disposal Facilities and Operations, and <br />to Amend the Resolution eliminating the proposed Unsecured Load fee <br />at this time. COMMISSIONER WRIGHT seconded. Motion carried 2-0.
