OCTOBER 1, 2019 <br /> <br />Board members present: Vice-Chairman Brett Wachsmith & Commissioner <br />Laura Osiadacz. Absent: Chairman Cory Wright. <br /> <br />Others: Mandy Buchholz, Deputy Clerk of the Board II; Lisa Young, HR <br />Director. <br /> <br />SPECIAL MEETING HR STUDY SESSION COMMISSIONERS <br /> <br />At 2:30 p.m. Vice-Chairman Wachsmith opened a Special Meeting Lisa <br />Young, HR Director to address a few topics that were not able to be <br />addressed during the time allowed for the Dept. Head Meeting she <br />originally requested on Monday September 30, 2019. <br /> <br />DISCUSSION ARENA SEATING PROJECT COMMISSIONERS <br /> <br />Tabled until HR Study Session on 10/8/19. <br /> <br />AMENDMENT AGREEMENT – WALLACE WILKINS COMMISSIONERS <br /> <br />Vice-Chairman Wachsmith moved to approve amendment B the <br />Professional Services Agreement with Wallace Wilkins, as presented. <br />Commissioner Osiadacz seconded. Motion carried 2-0. <br /> <br />PAF REVIEW OF PAF’S COMMISSIONERS <br /> <br />The Board of County Commissioners approved and signed County <br />Employee Personnel Action forms as presented. <br /> <br />LETTER NORTH CASCADES GRIZZLY BEAR COMMISSIONERS <br /> <br />Vice-Chairman Wachsmith moved to approve and authorize Board <br />signature on a letter regarding the North Cascades Ecosystem Grizzly <br />Bear Restoration Plan, as presented. Commissioner Osiadacz seconded. <br />Motion carried 2-0. <br /> <br />OTHER BUSINESS <br /> <br />At 2:39 p.m. Vice-Chairman Wachsmith announced the Board would <br />recess into Executive Session for 5 minutes to evaluate the <br />qualifications of an applicant for public employment or to review <br />the performance of a public employee. However, subject to RCW <br />42.30.140 (4), discussion by a governing body of salaries, wages, <br />and other conditions of employment to be generally applied within
