02/24/2020 MINUTES 1
COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONERS CONFERENCE ROOM SPECIAL MEETING
MONDAY 3:00 P.M. FEBRUARY 24, 2020
Board members present: Chairman Brett Wachsmith, Vice-Chairman
Laura Osiadacz, and Commissioner Cory Wright.
Others: Taylor Crouch, Deputy Clerk of the Board I; Mark Cook,
Public Works Director/Interim Engineer; Paul Berendt, Senior Vice
President for Strategies 360; and Aya Samman, Public Affairs and
Policy Manager for Strategies 360. There was 1 member of the public
present.
SPECIAL MEETING PRESENTATION FROM STRATEGIES 360 COMMISSIONERS
At 3:00 p.m. Chairman Wachsmith opened a Special Meeting to obtain
information from Strategies 360 on a potential partnership for I-90
projects.

Paul Berendt, Senior Vice President for Strategies 360 began with an
overview of the Company and highlighted projects they have
accomplished in the past. Their Company has 15 years of experience.
The Team that would be handling this project has ties to Kittitas
County and community members already. Their team has members that
lobby both at the State and Federal levels. Their project plan was
to get going as soon as possible with bringing all stakeholders to
the table and project plan development. The next stage would be
compiling study results from previous studies and seeing what other
studies may be needed for the project. Aya Samman, Public Affairs
and Policy Manager for Strategies 360 asked the Board if there were
any grassroots movements around the project. Commissioner Osiadacz
explained the Upper County Traffic Taskforce, community-based group
targeting the traffic problems resulting from I-90 overflow.

The Board was able to ask questions of the Company about their
capabilities to see if they were the best fit for the I-90 projects.

Mr. Berendt concluded his presentation by stating their company
would like this project; they’re excited about the possibilities of
it; and how it would utilize all the skill sets they had on their
Team.

Staff was directed to set a follow-up meeting for the BOCC to
discuss and consider Lobbyist Candidates.
