02/13/2020 MINUTES 1
COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONERS CONFERENCE ROOM SPECIAL MEETING
THURSDAY 3:00 P.M. FEBRUARY 13, 2020
Board members present: Chairman Brett Wachsmith, Vice-Chairman
Laura Osiadacz, and Commissioner Cory Wright.
Others: Taylor Crouch, Deputy Clerk of the Board I; Dan Carlson, CDS
Director; Lindsey Ozbolt, Planning Officer; Jim Goeben, IT Director;
Jesse Potts, GIS Analyst. There were also 3 members of the public
present.
SPECIAL MEETING GIS MAPPING/ LONG RANGE PLANNING CDS
At 3:00 p.m. Chairman Wachsmith opened a Special Meeting to discuss
the potential use of GIS mapping for long-term planning purposes.

Bruce Coe explained a project idea to the Board by using the GIS
Mapping system to help plan for future growth in the County. The
system would allow for consistent feedback from the community and
allow for better information on policy-based decisions. The mapping
system would use statutory requirements from the Growth Management
Act along with County and City codes. These requirements would be
made into assumptions in the program, the assumptions would then be
used as layers on a County map to help Planners see how different
policies could affect the County.

Dan Carlson, CDS Director stated that with their recent hire of a
Long-Range Planner this could be added to their workload. Jim
Goeben, IT Director stated with the hire of Jesse Potts, GIS Analyst
their department has the capacity and skills required for this
program implementation.

Dan Carlson will bring forward a project description, workload
amount, and a timeline for the Board to review at the next CDS Study
Session.

Meeting adjourned at 3:29 p.m.
KITTITAS COUNTY COMMISSIONERS DEPUTY CLERK OF THE BOARD I KITTITAS COUNTY, WASHINGTON
