04/02/2020 MINUTES 1 <br /> COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONERS CONFERENCE ROOM SPECIAL MEETING <br /> THURSDAY 1:00 P.M. APRIL 2, 2020 <br />Board members present: Chairman Brett Wachsmith (via phone), Vice- <br />Chairman Laura Osiadacz (via phone) and Commissioner Cory Wright <br />(via phone). <br /> Others via phone: Taylor Crouch, Deputy Clerk of the Board I; Julie <br />Kjorsvik, Clerk of the Board; and Patti Johnson, Solid Waste <br />Director/Interim Maintenance Director/Project Manager. <br /> SPECIAL MEETING PLANNING UPDATE/COVID-19 COMMISSIONERS <br />At 1:00 p.m. Chairman Wachsmith opened a Special Meeting for the <br />Board to provide planning updates relating to COVID-19. <br /> <br />Patti Johnson, Solid Waste Director/Interim Maintenance <br />Director/Project Manager gave the Board an update on Solid Waste <br />facilities. They are not accepting yard waste currently from anyone <br />besides the City of Ellensburg. Rye Grass Landfill will remain open <br />for right now, and the transfer stations will remain at regular <br />hours. Recycling is also remaining on schedule. Ms. Johnson is <br />looking at other counties in the state for Department <br />recommendations. <br /> <br />Commissioner Osiadacz updated the Board about the COVID-19 <br />situation. CDS will be switching to a new workplan and operating as <br />so starting April 3rd, 2020. Commissioner Osiadacz will follow up <br />with Dan Carlson, CDS Director about building inspections and <br />possible options to get current construction projects in the County <br />to safe stopping points. <br /> <br />Commissioner Wright updated the Board about the COVID-19 situation. <br />There is a possibility for Maintenance to help at the Airport. <br />Commissioner Wright asked the Board to start thinking about the <br />property tax process for this year. <br /> <br />Commissioner Wachsmith updated the Board about the COVID-19 <br />situation. He has been working with Judy Pless, Budget and Finance <br />Manager about the revenue projections and forecasts from the effects <br />of COVID. The County may not know the full financial impacts for <br />months. Ms. Pless is pulling numbers to compare to 2019. <br /> <br />Julie Kjorsvik, Clerk of the Board asked the Board for direction on <br />the upcoming Agenda Study Sessions and the Agenda. Ms. Kjorsvik was
