<br /> BOARD OF COUNTY COMMISSIONERS <br />COUNTY OF KITTITAS <br />STATE OF WASHINGTON <br /> <br />RESOLUTION NO. 2020-________ <br /> <br /> A Resolution Authorizing A CHANGE IN THE MEMBERSHIP OF THE HOMELESSNESS AND AFFORDABLE HOUSING COMMITTEE. <br /> <br />WHEREAS, the Homelessness and Affordable Housing Committee (HAHC) was combined from its component entities in 2008 by Resolution 2008-174; and <br /> <br />WHEREAS, the composition of the HAHC was set at eight members at that time; and <br /> <br />WHEREAS, the membership of the HAHC was composed as follows: one member from the County, one from the City of Ellensburg, one homeless or formerly homeless person, and five at-large <br />members; and <br /> <br />WHEREAS, at a regular meeting of the HAHC on January 31, 2020 there was discussion of the composition of the HAHC; and <br /> <br />WHEREAS, the discussion resulted in the conclusion that an additional stakeholder representative from the Upper County should be on the HAHC due at least in part to an apparent increase <br />in the homeless population in that part of the County; and <br /> <br />WHEREAS, the members of the HAHC present at the meeting voted to change one position to be a representative nominated by the City of Cle Elum; and <br /> <br />WHEREAS, this change requires the approval of the Kittitas County Board of County Commissioners; <br /> <br />NOW, THEREFORE, BE IT HEREBY RESOLVED, that the Board of County Commissioners of Kittitas County, Washington authorizes and directs that the composition of the HAHC is modified from <br />that currently existing as follows: One member shall be from Kittitas County, a member of or nominated by the Kittitas County Board of County Commissioners; one member shall be from <br />the City of Ellensburg, a member of or nominated by the Ellensburg City Council; one member from the City of Cle Elum, a member of or nominated by the Cle Elum City Council; one homeless <br />person or formerly homeless person, and five at-large members. <br /> <br />FURTHER, at any time at which there is a vacancy on the HAHC, the Kittitas County Board of County Commissioners shall advertise for applicants to fill the vacancy and shall thereafter <br />timely make appointments consistent with the above described composition of the HAHC. PROVIDED, however, that no person may serve on the HAHC who is associated with any organization <br />directly served or that is a recipient of funds allocated by the HAHC. <br />FURTHER, the primary function of the HAHC is to update and provide recommendations for the Kittitas Plan to Reduce Homelessness as appropriate, and to not less than annually make recommendations <br />to the Kittitas County Board of County Commissioners for expenditure of the funds lawfully available for purposes consistent with the direction of the legislature of the State of Washington <br />in the establishment of such funding streams and which addresses homelessness and affordable housing needs of Kittitas County. <br /> <br /> <br /> ADOPTED this day of 2020. <br /> <br /> <br /> BOARD OF COUNTY COMMISSIONERS <br /> KITTITAS COUNTY, WASHINGTON <br /> <br /> <br /> <br /> Chairman <br /> <br /> <br /> Vice-Chairman <br /> <br /> <br /> Commissioner <br /> <br /> <br />ATTEST: APPROVED AS TO FORM: <br /> <br />_______________________ _________________________________ <br /> Douglas R.
