<br /> <br />BOARD OF COUNTY COMMISSIONERS <br />COUNTY OF KITTITAS <br /> STATE OF WASHINGTON <br /> <br />RESOLUTION NO. 2019 - ____ <br /> <br />SOLE SOURCE PURCHASE <br /> <br />WHEREAS: The Kittitas Valley Event Center is completing necessary repairs to <br />improve the quality and safety of the arena; and <br /> <br />WHEREAS: The arena requires consistent and high quality care of footing; and <br /> <br />WHEREAS: All arenas require grooming and grooming tools to maintain a quality <br />footing; and <br /> <br />WHEREAS: Numerous arena grooming tools are available on the market with varying <br />features; and <br /> <br />WHEREAS: Only one arena grooming tool, the Black Widow Groomer, is available <br />that encompasses key features necessary for properly maintaining the arena while being <br />easily adjustable to groom for a desired depth depending on the type of equine event; and <br /> <br />WHEREAS: Key features include: Ability to level ground without interference from the <br />tractor bouncing over rough terrain and is enabled to rip up hard-packed ground and <br />repack it to the desired footing need; and <br /> <br />WHEREAS: Barrel Racers National 4D (BRN4D), has certified that they are the sole <br />source of supply for all models of the Black Widow Groomer arena drag; and <br /> <br />WHEREAS: RCW 39.04.280(1)(a) authorizes the practice of purchasing from a single <br />source when the purchase is clearly and legitimately limited to a single source or supply; <br /> <br />NOW, THEREFORE, BE IT RESOLVED: That the competitive bidding process for a <br />contract for purchase is hereby waived pursuant to RCW 39.04.280(1)(a), and Kittitas <br />Valley Event Center is authorized to take such steps as are necessary to properly purchase <br />the Black Widow Groomer to accomplish the required and continuous maintenance needs <br />for the Rodeo Arena and Bloom Pavilion. <br /> <br /> <br />DATED THIS _____ day of___________, 2019 <br /> <br /> <br />
