KITTITAS COUNTY <br />Juvenile Court Services <br /> <br />AGENDA STAFF REPORT <br /> <br /> <br />AGENDA DATE: September 17, 2019 <br /> <br />ACTION REQUESTED: Request to approve Software as a Service agreement between Tyler Technologies and Juvenile Court Services <br /> <br /> <br /> <br />BACKGROUND: <br />Since 1999 our office has utilized Microsoft Access for our case management system. This system was designed as a single-user system and throughout the years we have experienced ongoing <br />system crashes as a result of multi-user access. Our current system was designed and developed by a long time employee who is the only person in our office with the knowledge and capability <br />to restore the program and address work stoppages as they occur. Since the program and system updates by IT in June we have not been at full capacity and there is no solution. This <br />has impacted our ability to complete our job responsibilities and functions and the work arounds have resulted in lost time and duplicated efforts. IT is unable to support or resolve <br />the system issues. <br /> <br />I met with IT Director Jim Goeben in June and received his recommendation to pursue CaseLoadPRO (now Tyler Technologies) and referred me to Chief Probation Officer Pat Gigstead as Misdemeanant <br />Probation is currently using this system. After receiving support and high recommendations from both Jim Goeben and Pat Gigstead I presented this information to the Board of County <br />Commissioners on August 15, 2019, along with confirmation from Budget and Finance Manager Judy Pless that we can access the 3/10th sales tax to fund. I received approval from the BoCC <br />to pursue a contract agreement with Tyler Technologies. <br /> <br /> <br />INTERACTION: <br />The Prosecutor’s Office has reviewed the contract in accordance with Kittitas County process and approved as to form. The Presiding Judge of the Superior Court reviewed and signed the <br />agreement. Tyler Technologies has signed the agreement. <br /> <br />RECOMMENDATION: <br />Approve the Software as a Service Agreement contract between Tyler Technologies and Juvenile Court Services. <br /> <br />HANDLING: <br />Request 1 copy with signatures to Katrina Mankus and 1 copy of the fully executed document to the BoCC for County Records. <br />ATTACHMENTS: <br />Attached is two originals of the professional services agreement. <br /> <br />LEAD STAFF: <br />Katrina Mankus, Juvenile Court Administrator <br />
