<br />Submit statements of qualifications and performance data to Kittitas County Solid Waste at 925 Industrial Way, Ellensburg, WA  98926 on or before July 10. 2019 at 2:00 pm. <br /> <br /> <br /> <br />The following Scope of Work is a potential outline of the tasks and process necessary to complete the.  Consultants may propose an alternative Scope of Work if it will meet the requirements <br />of 173-350 WAC, and is acceptable to Kittitas County. <br /> <br /> <br /> <br />Kittitas County will require the consultant’s services through the entire update process, including public hearings, comment periods, revisions, and adoption of the final draft plan. <br /> <br /> <br /> <br /> <br />In order to accomplish the goal of complying with 173-350 WAC the consultant will undertake the following tasks: <br /> <br /> <br /> <br />Task 1.0           Location Requirements 173-350-400(2) WAC. Review of Phase 3 as shown in existing plan and determine if a Phase 4 and 5 are possible. <br /> <br /> <br /> <br />Task 2.0           Design Standards 173-350-400(3) WAC . Alternative designs pursue option of unlined facility. For Phase 3 as shown in existing plan. <br /> <br /> <br /> <br />Task 3.0           Plan of Operations 173-350-400(4)(f) WAC Review and update as needed. <br /> <br /> <br /> <br />Task 4.0           Ground Water Monitoring 173-350-400(5) WAC <br /> <br /> <br /> <br />Task 5.0          Closure Plan 173-350-(6)(d) WAC Review and update <br /> <br /> <br /> <br />Task 6.0          Post Closure Plan 173-350-400(7)(b) WAC <br /> <br /> <br /> <br />Task 7.0          Financial Assurance Plan 173-350-400(8) WAC <br /> <br /> <br /> <br />Task 8.0          Environmental Checklist, Complete an environmental checklist in accordance with the State Environmental Policy as provided in applicable laws and regulations. <br /> <br /> <br /> <br />Task 9.0          Health Department and Department of Ecology Final Approval . Submit the updated Plans for final approval. <br /> <br /> <br /> <br />For more information, contact Solid Waste <br /> <br />Kittitas County shall evaluate statements of qualifications and performance data submitted by firms regarding the proposed project. Following the evaluation, the county may invite one <br />or more firms to meet with county officials to discuss the project and the relative benefits of various methods of providing the desired services. The county then selects from among <br />those firms the one "most highly qualified" to provide the required services. County procedures and guidelines are to include a plan to ensure that women, minority, and veteran-owned <br />firms have the maximum opportunity to compete for the contract. The level of firm participation should be consistent with their availability within the relevant professional community. <br /> <br /> <br /> After choosing the most qualified firm, the county then negotiates with that firm for a contract at a price the county determines is fair and reasonable, considering the estimated value <br />of the services to be rendered, as well as the scope and complexity of the project. If a satisfactory contract cannot be negotiated, the county formally terminates the negotiations with <br />that firm and attempts to negotiate a contract with the next most qualified firm. The process continues until an agreement is reached or the search is terminated. <br /> <br /> In emergency situations, the process outlined above for procuring services maybe dispensed with upon a finding by the county that an emergency requires the immediate execution of the <br />work involved. <br /> <br /> <br /> <br /> All submittals shall become the property of Kittitas County. <br /> <br /> <br /> <br /> Kittitas County reserves the right to reject all submittals and re-advertise if necessary. <br /> <br />
