Ruby St., Suite 2, Ellensburg, WA 98926 <br />CDS@CO.KITTITAS.WA.US <br />Office (509) 962-7506 <br />Fax (509) 962-7682 <br /> <br />“Building Partnerships – Building Communities” <br /> <br />AGENDA STAFF REPORT <br /> <br /> <br />AGENDA DATE: February 5, 2019 <br /> <br />ACTION REQUESTED: Approval of Professional Services Agreement with The Watershed Company for <br />Consulting Services for the Critical Areas Ordinance Update <br /> <br /> <br />BACKGROUND: On December 6th, 2018, the Board of County Commissioners (BOCC) directed <br />staff to coordinate the effort of obtaining a new consultant to assist the county with <br />the Critical Area Ordinance Update (CAO) process. <br /> <br /> Staff has worked with The Watershed Company (TWC) on a phased approach to <br />updating the existing November 2018 CAO draft for adoption by the county. TWC <br />prepared a scope of work and preliminary timeline for Phase One. Phase One will <br />include Project Kick off, Record Review including current November 2018 CAO <br />draft, Recommendations memo, Draft Amendments to the current November 2018 <br />CAO draft, Stakeholder participation, and Phase Two scoping. This phase is <br />expected to be completed July 7th and the budget is not to exceed $35,400. Phase <br />Two will include additional updates to the draft based on Planning Commission <br />and BOCC public hearings. <br /> <br /> The professional services agreement for this work has been reviewed by Neil <br />Caulkins, Deputy Prosecuting Attorney. Staff recommends approval of the scope <br />of work as presented so that TWC can begin work on phase one of the CAO update <br />immediately. <br /> <br />INTERACTION: Board of Commissioners, Community Development Services, Prosecutor’s Office <br /> <br />RECOMMENDATION: Sign the Professional Services Agreement with The Watershed Company <br /> <br />HANDLING: None <br /> <br />ATTACHMENTS: The Watershed Company Professional Services Agreement <br /> <br />LEAD STAFF: Lindsey Ozbolt, Community Development Services Planning Official
