KITTITAS COUNTY <br />Board of County Commissioners <br /> <br />AGENDA STAFF REPORT <br /> <br />AGENDA DATE: August 7, 2018 <br /> <br />ACTION REQUESTED: Consider setting a public hearing to address approval of <br />amendments to Kittitas County Code 2.48 (Department of <br />Emergency Management) to clarify certain provisions and <br />to reflect amendments to State law in the past legislative <br />session. <br /> <br />BACKGROUND: In the course of reviewing a proposed Interlocal Agreement <br />related to Emergency Management operations, research by <br />our assigned counsel revealed that the actual role of the <br />Sheriff in Emergency Management is unclear for a variety <br />of reasons. For a long and unknown period, there has been <br />an assumption that the Sheriff is ex officio Director of <br />Emergency Management. It has not been possible to <br />confirm this belief. Given that the County’s operating <br />processes for Emergency Management are centered around <br />the Sheriff and Sheriff’s personnel being in the proper <br />position of authority, it was recommended by counsel to <br />update KCC 2.48 to reflect this. <br /> <br />INTERACTION: The Sheriff, through appropriate staff personnel, requested <br />assistance in preparing the amendments to KCC 2.48. <br /> <br />RECOMMENDATION: Review the proposed amendments and adopt them as <br />written. <br /> <br />ATTACHMENT: Ordinance Amending Chapter 2.48 of the Kittitas County <br />Code, and information copies showing the before/after <br />using “markup” in Word. <br /> <br />LEAD STAFF: KCSO Command Staff
