BOARD OF COUNTY COMMISSIONERS <br />COUNTY OF KITTITAS <br />STATE OF WASHINGTON <br />RESOLUTION NO. 2017 -Cq I <br />TO AUTHORIZE PAYMENT RETURNING PREVIOUSLY REIMBURSED <br />FUNDS TO THE COUNTY ROAD ADMINISTRATION BOARD FOR THE <br />WESTSIDE ROAD PROJECT <br />WHEREAS: Resolution No. 2014-158 required the County to return $51,057.07 of <br />design funds to the County Road Administration Board (CRAB) following <br />tum back of a funded safety project on Westside Road; and <br />WHEREAS: CRAB allowed the County to retain $54,995.00 conditioned on the County <br />pursuing this project at a later date utilizing the consultant design provided <br />to the County for the expenditures reimbursed; and <br />WHEREAS: Kittitas County received Rural Arterial Program Funding (RAP) from the <br />CRAB for the Westside Road Safety Improvements Project Number 1915- <br />02; and <br />WHEREAS: Following review of the proposed project scope and the previously <br />estimated $1,140,000 to complete the work The Department of Public <br />Works found the project not feasible without expending approximately <br />$2,500,000 of road fund reserves; and <br />WHEREAS: The Department of Public Works and the Board of County Commissioners <br />found it in the best interest of Kittitas County to no longer continue <br />pursuing the completion of this project; and <br />WHEREAS: Resolution 2017-028 was adopted requesting to tum back funds to CRAB <br />in the amount of $1 ,026,000; and <br />WHEREAS: The Department of Public Works received a letter from CRAB requiring <br />the County to return the remaining $54,995.00 by June 26th , 2017 per <br />WAC 136-167-030 (1) based on the previously agreed upon conditions not <br />being met; and <br />NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners, in <br />the best interest of the public, does hereby authorize payment in the <br />amount of $54,995.00 to the County Road Administration Board.
