KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />AGENDA STAFF REPORT <br />AGENDA DATE: May 1, 2018 <br />ACTION REQUESTED: Approve a Resolution to Authorize the Chair's Signature <br />on Jacobs Task Order 03 Amendment 01 for Additional <br />Services for the Teanaway Hydraulics Project <br />BACKGROUND: Public Works (PW) has spent the past year finalizing the <br />scope of work with Western Federal Lands for improving <br />two deficient drainages in the Teanaway along Teanaway <br />Road. Currently, PW is slated to provide engineering and <br />hydraulic project support. The recent resignation of <br />County Engineer Huck creates a condition wherein PW is <br />not able to meet its design obligation in the project. PW <br />has negotiated a scope of work and fee with Jacobs filling <br />the gap created by Huck's departure. <br />The total project budget including engineering, right of way <br />and construction is $2,440,221. Of which $2,110,791 is <br />federally funded, the remaining $329,430 will be funded by <br />the Road fund to cover our 13.5% match requirement. The <br />preliminary engineering budget for the project was set at <br />$494,835, of which $40,000 was used by Federal Highways <br />for initial design and $20,000 is restricted for their <br />stewardship and oversight. <br />The proposed budget by Jacobs of $522,068 is over the <br />remaining preliminary engineering funds. However, the <br />Project Agreement allows the funding to be fluid between <br />all phases of the project, thus any budget overruns will not <br />be realized until final construction. <br />The current estimate for construction engineering is set at <br />$295,373 with in house inspection and engineering we <br />estimate that there is an excess of approximately $200,000 <br />in funding for this task which is in excess of the current <br />projected preliminary engineering overrun. <br />
