Ruby St., Suite 2, Ellensburg, WA 98926 <br />CDS@CO.KITTITAS.WA.US <br />Office (509) 962-7506 <br />Fax (509) 962-7682“Building Partnerships – Building Communities” <br /> <br />AGENDA STAFF REPORT <br /> <br /> <br />AGENDA DATE: April 3, 2018 <br /> <br />ACTION REQUESTED: BOCC Signature of final mylar granting final approval for the Thunder Ridge Plat <br />(LP-07-00023) <br /> <br /> <br />BACKGROUND: On May 7, 2007, the Thunder Ridge preliminary plat application (LP-07-00023) <br />was submitted to Kittitas County Community Development Services (CDS) <br />proposing to divide 8.02 acres into eight (8) lots ranging in size from .83 to 1.34 <br />acres. The project is located off of Deer Meadow Drive within Section 25, <br />Township 20 North, Range 15 East, W.M. in Kittitas County. This plat was <br />granted preliminary approval by the Superior Court of the State of Washington <br />through a Stipulation and Order of Approval on May 7, 2009. On August 16, 2017 <br />the Community Development Services Director issued a notice that the Thunder <br />Ridge preliminary plat had expired because a final plat meeting all platting <br />requirements was not submitted within seven years in accordance with RCW <br />58.17.140(3)(a). An appeal of the CDS Director’s determination was submitted by <br />the Thunder Ridge landowners of record, represented by Jeff Slothower, Attorney <br />at Law, on August 29, 2017. On March 6, 2018 the Board of County <br />Commissioners upheld the appeal of the CDS Director determination that the <br />Thunder Ridge Plat had expired and remanded the final plat to CDS for processing <br />under Kittitas County Code Title 16 with new timelines as outlined in RCW <br />58.17.140. <br /> <br /> The applicant is requesting final mylar approval for Thunder Ridge Plat. Staff has <br />reviewed the final mylar with supporting documentation and finds that it is <br />consistent with the preliminary approval documents. Additionally, final plat <br />review has been processed in conformance with Kittitas County Code Title 16 and <br />within the 30 day timeframe outlined in RCW 58.17.140. The mylar has been <br />reviewed by all reviewing departments, and all signatures have been obtained. <br /> <br />INTERACTION: Board of Commissioners, Community Development Services, Public Works, <br />Public Health, and Assessor’s Office <br /> <br />RECOMMENDATION: Signature of the Chair on the mylar for final plat approval of the Thunder Ridge <br />Plat (LP-07-00023). <br /> <br />HANDLING: Return signed mylar to staff for transmittal to authorized agent for Treasurer <br />signature and recording. <br /> <br />ATTACHMENTS: Final mylar for Thunder Ridge Plat (LP-07-00023). <br /> <br />LEAD STAFF: Lindsey Ozbolt, Community Development Services Planning Official
