BOARD OF COUNTY COMMISSIONERS <br />COUNTY OF KITTITAS <br />STATE OF WASHINGTON <br /> <br />RESOLUTION <br /> <br />NO. ________ <br /> <br />A RESOLUTION ADOPTING THE KITTITAS COUNTY TOURISM INFRASTRUCTURE <br />CAPITAL IMPROVEMENT PROGRAM <br /> <br />WHEREAS: Kittitas County imposes a lodging tax assessed on the sale or charge made for furnishings <br />of lodging according to RCW 67.28.180 and RCW 67.28.181; and <br /> <br />WHEREAS: According to RCW 67.28.1816, lodging tax revenues under this chapter may be used, <br />directly by any municipality or indirectly through a convention and visitor bureau or <br />destination marketing organization for: …(c) supporting the operations and capital <br />expenditures of tourism-related facilities owned or operated by a municipality…; and <br /> <br />WHEREAS: Kittitas County solicited applications for the creation of the Tourism-Related, Large- <br />Scale, Municipality-Owned Capital Improvement Program; and <br /> <br />WHEREAS: Ten applications were received from qualifying applicants; and <br /> <br />WHEREAS: In accordance with the program application and process, the Kittitas County Lodging Tax <br />Advisory Committee (LTAC) has reviewed, scored, and ranked all the applications <br />submitted to Kittitas County; and <br /> <br />WHEREAS: The Kittitas County Lodging Tax Advisory Committee recommends that any application <br />receiving less than fifty points on the ratings score card not be included in the Tourism <br />Infrastructure Capital Improvement Program; and <br /> <br />WHEREAS: The Kittitas County Lodging Tax Advisory Committee has forwarded a recommendation <br />to the Board of County Commissioners to include nine of the ten applications received by <br />the County on the Tourism Infrastructure Capital Improvement Program. <br /> <br />NOW, THEREFORE BE IT RESOLVED: That Kittitas County hereby accepts the recommendation <br />of the Kittitas County Lodging Tax Advisory Committee and authorizes the following projects to be listed <br />as part of the Kittitas County Tourism Infrastructure Capital Improvement Program in the following <br />award according to rank: <br /> <br />1. City of Cle Elum – Washington State Horse Park Covered Arena Project <br />2. Kittitas County – Rodeo Arena Upgrade and Remodel Project <br />3. Kittitas County – Event Center Barns Remodel Project <br />4. City of Roslyn – Town to Teanaway Project <br />5. City of Roslyn – Old City Hall Remodel Project <br />6. Kittitas County Parks and Recreation District – Evergreen SnoPark Completion Project <br />7. City of Ellensburg – Visitor Center <br />8. City of Ellensburg – Wayfinding Master Plan <br />9. Kittitas County Parks and Recreation District – Teanaway/Yakima River Confluence Project <br />
