Ruby St., Suite 2, Ellensburg, WA 98926 <br />CDS@CO.KITTITAS.WA.US <br />Office (509) 962-7506 <br />Fax (509) 962-7682 <br /> <br />“Building Partnerships – Building Communities” <br /> <br />AGENDA STAFF REPORT <br /> <br /> <br />AGENDA DATE: April 4, 2017 <br /> <br />ACTION REQUESTED: Approve Resolution to Adopt the 2037 Population and Employment and <br />Allocation Projection for Kittitas County as Recommended by the Kittitas <br />County Conference of Governments <br /> <br /> <br /> <br /> <br /> <br />BACKGROUND: Kittitas County, in its effort to update the 2006 Comprehensive Plan, is required to <br />update its population projections as a cornerstone to justify policies, procedures and <br />regulations designed to guide land use decisions made within the County. For almost <br />two years the Kittitas County Conference of Governments (KCCOG) has reviewed <br />issues related to past population distribution and anticipation of future population <br />allocations. Through its review of the County-wide Planning Policies and discussion <br />of population distribution, it was determined by this body that new projections of <br />population and eventual employment should be made. <br /> <br /> With efforts by the County staff and through contracting the professional services of <br />private consultants with expertise in population and employment analysis, a model <br />was developed to present to representatives of governing jurisdictions with the <br />County to discuss and come to agreement upon population and employment <br />projections that will exist in the County by 2037. Through multiple meetings and <br />discussions over the past two years, KCCOG has agreed upon a projection for <br />population and employment to the year 2037. At a March 15, 2017 meeting, the <br />KCCOG made a unanimous decision to recommend that the Board of County <br />Commissioners adopt these numbers and distribution as the projections that will <br />guide the development of the 2037 Kittitas County Comprehensive Plan.
