<br />KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br /> <br /> <br />2026 AGENDA STAFF REPORT <br /> <br /> <br />AGENDA DATE: September 15, 2026 <br /> <br />ACTION REQUESTED: Approve a Resolution Authorizing Chairman’s Signature <br />on the Signature Authorizing Form for the Washington <br />Military Department Emergency Management Division <br />Flood Response: County Risk and Needs Assessment Grant <br />Program for the Kittitas County Repetitive Loss Area <br />Analysis and Authorizing the Public Works Water <br />Resource Manager to Accept Funding and Sign the Grant <br />Agreement and Amendments. <br />___________________________________________________________________________________ <br />BACKGROUND: The Washington Military Department, Emergency <br />Management Division, is administering the Flood <br />Response: County Risk and Needs Assessment Grant <br />Program. This state-funded initiative is associated with the <br />December 2025 severe weather and flooding events <br />identified under Emergency Proclamation 25-07.2. Kittitas <br />County Public Works prepared two funding applications <br />and was notified that both were selected for funding. <br /> <br />The Kittitas County Repetitive Loss Area Analysis will <br />evaluate Yakima, Teanaway, and Middle Fork Teanaway <br />River repetitive loss properties and adjacent properties <br />exposed to the same flooding source and potential <br />property/structure mitigation actions. The project will also <br />support Kittitas County's continued participation in the <br />National Flood Insurance Program's Community Rating <br />System Program. This project is identified in the Flood <br />Control Zone District Capital Improvement Plan as Project <br />No. 1a. <br /> <br />INTERACTION: Public Works. <br /> <br />RECOMMENDATION: Move to approve a resolution authorizing Chairman’s <br />signature on the signature authorizing form for the <br />Washington Military Department Emergency Management <br />Division Flood Response: County Risks and Needs <br />Assessment Grant Program for the Kittitas County <br />Repetitive Loss Area Analysis and authorizing the Public <br />Works Water Resource Manager to accept funding and sign <br />the grant agreement and amendments. <br />
