KITTITAS COUNTY DEPARTMENT OF PUBLIC WORKS 2026 AGENDA STAFF REPORT AGENDA DATE: September 15, 2026 ACTION REQUESTED: Approve a Resolution Authorizing Chairman’s Signature on the Signature Authorizing Form for the Washington Military Department Emergency Management Division Flood Response: County Risk and Needs Assessment Grant Program for the Kittitas County Repetitive Loss Area Analysis and Authorizing the Public Works Water Resource Manager to Accept Funding and Sign the Grant Agreement and Amendments. ___________________________________________________________________________________ BACKGROUND: The Washington Military Department, Emergency Management Division, is administering the Flood Response: County Risk and Needs Assessment Grant Program. This state-funded initiative is associated with the December 2025 severe weather and flooding events identified under Emergency Proclamation 25-07.2. Kittitas County Public Works prepared two funding applications and was notified that both were selected for funding. The Kittitas County Repetitive Loss Area Analysis will evaluate Yakima, Teanaway, and Middle Fork Teanaway River repetitive loss properties and adjacent properties exposed to the same flooding source and potential property/structure mitigation actions. The project will also support Kittitas County's continued participation in the National Flood Insurance Program's Community Rating System Program. This project is identified in the Flood Control Zone District Capital Improvement Plan as Project No. 1a. INTERACTION: Public Works. RECOMMENDATION: Move to approve a resolution authorizing Chairman’s signature on the signature authorizing form for the Washington Military Department Emergency Management Division Flood Response: County Risks and Needs Assessment Grant Program for the Kittitas County Repetitive Loss Area Analysis and authorizing the Public Works Water Resource Manager to accept funding and sign the grant agreement and amendments.
