KITTITAS COUNTY <br />SHERIFF'S OFFICE <br />AGENDA STAFF REPORT <br />AGENDA DATE: September 1, 2026 <br />ACTION REQUESTED: Request to Acknowledge the Service Agreement, BAA and <br />MOU Between Kittitas County and Valley Health Counseling <br />BACKGROUND: This Agreement is to establish a day-to-day operating model between Kittitas <br />County Jail and Valley Health Counseling for mental health, substance use disorder (SUD), <br />behavioral health practitioner, and behavioral -health medication -management services at <br />Kittitas County Jail. <br />- Provide mental health counselor services up to 5 days and 40 hours per week. <br />- Provide screening of incarcerated individuals within 72 hours of booking. <br />- Provide assessments on incarcerated individuals that screen positive for mental health <br />treatment needs. <br />- Provide group treatment as appropriate <br />- Provides a prescriber and a Substance Use Disorder Professional <br />INTERACTION: The Kittitas County Prosecuting Attorney's Office has reviewed and <br />approved. <br />RECOMMENDATION: Request to Acknowledge the Service Agreement, BAA and <br />MOU Between Kittitas County and Valley Health Counseling <br />HANDLING: Please return 1 signed original back to KCSO. <br />LEAD STAFF: Lieutenant Ed Buntin <br />
