CITY OF ELLENSBURG AND KITTITAS COUNTY STATE OF WASHINGTON JOINT RESOLUTION KITTITAS COUNTY RESOLUTION NO.: 2026- ELLENSBURG CITY COUNCIL RESOLUTION NO.: 2026-15 A JOINT RESOLUTION OF THE ELLENSBURG CITY COUNCIL AND KITTITAS COUNTY BOARD OF COUNTY COMMISSIONERS TO AUTHORIZE FUNDING FOR THE USE OF OPIOID FUNDS RESULTING FROM THE SETTLEMENT CLAIMS FOR THE ONE-TIME 2026 OPIOID ABATEMENT REQUEST FOR PROPOSAL WHEREAS: The proceeds generated from the settlement claims against pharmaceutical supply chain participants are to be used for opioid abatement strategies including co-occurring substance use disorder and mental health conditions; and WHEREAS: City of Ellensburg and Kittitas County executed an interlocal agreement (ILA) to pool Opioid Settlement funds received pursuant to the One Washington Memorandum of Understanding, to increase the benefit of opioid abatement strategies to the citizens of Ellensburg and Kittitas County; and WHEREAS: Per the ILA, the City of Ellensburg and Kittitas County will grant funds for the One-Time 2026 Opioid Abatement RFP after both parties have approved via resolutions by the respective legislative authorities; and WHEREAS: The City of Ellensburg and Kittitas County agree to fund the following agencies with the following funding levels: • Kittitas County Alano Club, $16,813 • Kittitas County Health Network, $98,922.91, • Kittitas County Jail, $98,635 • Peers Rising, $94,202.9 NOW, THEREFORE BE IT RESOLVED: The City of Ellensburg and Kittitas County authorize funding in the amount of $308,573.81from July 1, 2026, to June 30, 2027. There will be no rollover of unspent funds. Each agency will be required to sign a separate agreement accepting the terms and conditions for receipt of Opioid Settlement Funds.
