2026-05-26 MINUTES <br />KITTITAS COUNTY <br />HR STUDY SESSION MINUTES <br />BOCC CONFERENCE ROOM, 205 W 5TH AVE., ROOM 108, ELLENSBURG <br />Regular Meeting <br /> <br />TUESDAY 10:00 AM 5/26/2026 <br /> <br />Board Members Present: Brett Wachsmith, Laura Osiadacz <br />Others Present: Cori McKean, Josh Fredrickson, Andrew Yoder, Miko Tempsky, Therese Murphy, Leslie <br />Erickson, Jeanne Killgore <br /> <br />CALL TO ORDER <br />The meeting was called to order at 10:00 AM. <br />CITIZEN COMMENTS (1 MINUTE TIME LIMIT) <br />None. <br />DISCUSSION/DECISION – AUDITOR’S OFFICE STAFFING <br />HR Director Killgore summarized a request to approve the promotion of one of the Auditor ’s Accountants from <br />Accountant I to Accountant II. The Board provided direction to move forward. <br />DISCUSSION/DECISION – PUBLIC WORKS STAFFING <br />Public Works Director Fredrickson requested approval to provide travel reimbursement for a County Engineer <br />candidate who must travel from out-of-state for an in-person interview. The Board also discussed relocation <br />assistance if an ideal candidate is hired from out of the area. The Board approved travel reimbursement for <br />candidate travel expenses in accordance with the presented Candidate Travel Reimbursement Procedures and <br />expressed support of possible relocation assistance for the ideal candidate. <br />OTHER BUSINESS <br />EXECUTIVE SESSION – RCW 42.30.110(G): To evaluate the qualifications of an applicant for public employment or to <br />review the performance of a public employee. However, subject to RCW 42.30.140(4), discussion by a governing body of <br />salaries, wages, and other conditions of employment to be generally applied within the agency shall occur in a meeting open <br />to the public, and when a governing body elects to take final action, hiring, setting the salary of an individual employee or <br />class of employees, or discharging or disciplining an employee, that action shall be taken in a meeting open to the public. <br />The Board entered executive session at 10:05 AM to discuss the performance of a public employee for an <br />anticipated length of 15 minutes. No action anticipated. At 10:20 AM the Board extended executive session for an <br />additional 10 minutes. At 10:30 AM the Board extended executive session for an additional 10 minutes. At 10:40 <br />AM the Board extended executive session for an additional 15 minutes. The Board exited executive session at <br />10:55 AM with no action taken. <br />CONCLUDED <br />The meeting was concluded at 10:55 AM.
