BOARD OF COTINTY COMMISSIONERS <br />COTINTY OF KITTITAS <br />STATE OF WASHINGTON <br />RESoLUTToNNO. 3U \t'o-P k:1" <br />RATIFYING THE CHAIR'S SIGNATURE ON THE APPLICATION AUTHORIZATION FORM <br />FOR A SALMON RECOVERY GRANT APPLICATION TO THE WASHINGTON STATE <br />RECREATION AND CONSERVATION OFF'ICE F'OR LOWER KITTITAS YAKIMA RTVER <br />FLOODPLAIN RECONNECTION IMPLEMENTATION <br />WIIEREAS:Kittitas County Public Works intends to submit, as a co-applicant with Mid-Columbia <br />Fisheries, a Targeted Investment Salmon Recovery Funding Board grant application to <br />the Washington State Recreation and Conservation Office (RCO) to fund implementation <br />of the Lower Kittitas Reach Floodplain Reconnection Project; and <br />WHEREAS: If awarded, the anticipated funding amount is $7,000,000; and <br />WHEREAS:The Lower Kittitas Reach Floodplain Reconnection Project will enable properties <br />acquired by the Flood ControlZone District to be managed for floodplain management, <br />flood risk reduction, and habitat restoration purposes; and <br />WIIEREAS: This project is identified in the Flood Control Zone District Capital lmprovement Plan as <br />Project No. 5; and <br />WHEREAS:The Salmon Recovery Funding Board application requires applicants to submit a <br />resolution from the Board of County Commissioners identifying the authorized <br />representatives on behalf of Kittitas County for the grant application, project contact, <br />grant agreement and amendments, and real estate documents; and <br />WHEREAS: The Board of County Commissioners were briefed on this grant application at a <br />Special Study Session on March 30,2026, with direction given to Kittitas County <br />Public Works Staff to move forward with the application process; and <br />WHEREAS: The Chairman of the Board of County Commissioners executed said Application <br />Authorization Form on March 30,2026. <br />NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners finds it in the best <br />interest of the public to ratify the Chairman's Signature on the grant application authorization form and <br />designate the authorized representatives on behalf of Kittitas County. <br />DATED this 7ft day of April2026, at Ellensburg, Washington, <br />BOARD OF COLINTY COMMISSIONERS <br />IINTY, WASHINGTON <br />Board- Julie Kjorsvik <br />ice-Chairman <br />n Deputy Clerk of the Board- Mandy Buchholz <br />Commissioner
