KITTITAS COUNTY <br />COMMUNITY DEVELOPMENT SERVICES <br />AGENDA DATE: <br />ACTION REQUESTED: <br />AGENDA STAFF REPORT <br />February 17, 2026 <br />Request to Approve a Request for Qualifications (RFQ) for <br />Standard of Cover Assessment for Fire and EMS Services <br />BACKGROUND: The Kittitas County Conference of Governments (COG), <br />along with other stakeholders, have been discussing the <br />standard of cover for fire districts and emergency services <br />and the challenges the county has been facing regarding <br />said services. <br />In July applications for small capital projects were due and <br />discussed at the regularly scheduled meeting. An <br />application for said Standard of Cover Assessment was <br />presented for discussion. At this meeting it was brought <br />forward that this project was originally added to the COG <br />Work Program in 2024 and programmed funding in the <br />amount of $150,000. A motion was made to fund this <br />project and approved by COG per the 2024 Work Program. <br />The RFQ has been drafted for advertisement with <br />submittals due by 10:00 am local time on March 12, 2026, <br />to the Community Development Services Office. <br />Once submittals are received, they will be reviewed by <br />COG for final recommendation to the Board of County <br />Commissioners. <br />INTERACTION: Community Development Services; Kittitas County <br />Conference of Governments <br />RECOMMENDATION: Authorize the issuance of the Request for Qualifications as <br />requested by Community Development Services. <br />HANDLING: Return one original to Community Development Services. <br />ATTACHMENTS: Notice of Request for Qualifications; Request for <br />Qualifications <br />LEAD STAFF: Chad Bala, Director <br />
