CITY-COUNTY LIBRARY SERVICES AGREEMENT <br />CITY OF ROSLYN <br /> <br /> THIS AGREEMENT is entered into on this 16th day of December 2025, between the City of <br />Roslyn; Library Board of Trustees (hereinafter referred to as the “Board”) and Kittitas County (hereinafter <br />referred to as the “County”); and consented to by the City of Roslyn City Council (hereinafter referred to <br />as “City Council”). <br /> <br /> WHEREAS, pursuant to RCW 27.12.280, the Board of Roslyn Public Library has the power to <br />make available to Kittitas County residents living outside the city limits of Roslyn the materials of said <br />library, upon such terms and conditions as may be agreed upon; and <br /> <br /> WHEREAS, the County desires to contract for library services from the Roslyn Public Library, <br />and the Board is granted the reciprocal power to contract to render such services with the consent of the <br />City Council; and <br /> <br /> WHEREAS, the County desires to assist in providing library services from the Roslyn Public <br />Library for County residents living outside the city limits of Roslyn; <br /> <br /> NOW THEREFORE, the parties hereto agree as follows: <br /> <br /> 1. Services. The usual public library services provided by the Roslyn Public Library will be <br /> provided to the Kittitas County residents who come to said library to use its facilities in <br /> accordance with the rules, regulations and operating policies and procedures applicable at <br /> any given time. Assistance in registering for the book borrowing service will be provided <br /> for anyone requesting that service when said service is regularly available for registered <br /> patrons of the library so long as the person making the request lives in Kittitas County. <br /> <br /> 2. Compensation. Kittitas County shall pay the sum of $32,000.00 directly to the City as a <br /> subsidy for library services provided annually to unincorporated County residents from <br /> January 1, 2026, through December 31, 2026. Payment shall be made on a quarterly <br /> basis on the last day of February, April, July, and October of 2026. Kittitas County shall <br /> pay the sum of $500.00 directly to the City as a subsidy for the Summer Reading <br /> Program, payment shall be made one time, annually, within 30 days of receipt of invoice <br /> from the City. <br /> <br /> 3. Records. The following statistics shall be compiled and maintained by the Roslyn Public <br /> Library and reported to the Kittitas County Board of Commissioners annually: <br /> <br /> (a) Statistics on library materials circulation compared to the prior years’ circulation <br /> figures. <br /> (b) Comparative statistics reflecting the services received by residents of <br /> unincorporated Kittitas County to the total services provided by the library. <br />
