CITY-COUNTY LIBRARY SERVICES AGREEMENT CITY OF ROSLYN THIS AGREEMENT is entered into on this 16th day of December 2025, between the City of Roslyn; Library Board of Trustees (hereinafter referred to as the “Board”) and Kittitas County (hereinafter referred to as the “County”); and consented to by the City of Roslyn City Council (hereinafter referred to as “City Council”). WHEREAS, pursuant to RCW 27.12.280, the Board of Roslyn Public Library has the power to make available to Kittitas County residents living outside the city limits of Roslyn the materials of said library, upon such terms and conditions as may be agreed upon; and WHEREAS, the County desires to contract for library services from the Roslyn Public Library, and the Board is granted the reciprocal power to contract to render such services with the consent of the City Council; and WHEREAS, the County desires to assist in providing library services from the Roslyn Public Library for County residents living outside the city limits of Roslyn; NOW THEREFORE, the parties hereto agree as follows: 1. Services. The usual public library services provided by the Roslyn Public Library will be provided to the Kittitas County residents who come to said library to use its facilities in accordance with the rules, regulations and operating policies and procedures applicable at any given time. Assistance in registering for the book borrowing service will be provided for anyone requesting that service when said service is regularly available for registered patrons of the library so long as the person making the request lives in Kittitas County. 2. Compensation. Kittitas County shall pay the sum of $32,000.00 directly to the City as a subsidy for library services provided annually to unincorporated County residents from January 1, 2026, through December 31, 2026. Payment shall be made on a quarterly basis on the last day of February, April, July, and October of 2026. Kittitas County shall pay the sum of $500.00 directly to the City as a subsidy for the Summer Reading Program, payment shall be made one time, annually, within 30 days of receipt of invoice from the City. 3. Records. The following statistics shall be compiled and maintained by the Roslyn Public Library and reported to the Kittitas County Board of Commissioners annually: (a) Statistics on library materials circulation compared to the prior years’ circulation figures. (b) Comparative statistics reflecting the services received by residents of unincorporated Kittitas County to the total services provided by the library.
