KITTITAS VALLEY EVENT CENTER Home of the Kittitas County Fair and Ellensburg Rodeo 901 E. 7th Ave, Suite 1, Ellensburg, WA 98926 EventCenter@co.kittitas.wa.us Office (509) 962-7639 Fax (509) 962-7010 AGENDA STAFF REPORT AGENDA DATE: December 16, 2025 ACTION REQUESTED: Request to Approve Change Order No. 1 with Cascade Central Construction for the Grandstands Project BACKGROUND: During construction of the northwest rodeo arena grandstands, several unforeseen electrical and site conditions were identified that required adjustments to the project scope in order to maintain safe and uninterrupted operations at the Kittitas Valley Event Center (KVEC). Change Order No. 1 incorporates five change order proposals (COPs). COP 1 was necessary to modify the temporary fiber setup to ensure continued internet service across the KVEC grounds throughout construction. COP 2 addressed a broken RV outlet junction box located along the track, which previously drew power from the old Behind the Chutes facility and required replacement to maintain service reliability. COPs 3 and 5 were required to update the Buckaroo Grandstands receptacles and the press box electrical panel. Both systems were originally fed from the main electrical service in the Behind the Chutes building, and adjustments were needed to ensure proper function following demolition of that facility as part of the grandstands project. Finally, COP 6 covered the removal of the megaphone mounted in the center of the arena, an item not included in the original scope of work but necessary to remove due to its conflict with the ongoing reconstruction efforts. COP 4 involves running conduit lines for future planning and preparation as the facility is updated and enhanced to modern day event operations as well as incorporating safety features, like new security cameras. COP 4 design is not fully completed yet, so therefore, it is not included here. It will be in Change Order No. 2.
