KITTITAS VALLEY EVENT CENTER <br />Home of the Kittitas County Fair and Ellensburg Rodeo <br />901 E. 7th Ave, Suite 1, Ellensburg, WA 98926 <br />EventCenter@co.kittitas.wa.us <br />Office (509) 962-7639 <br />Fax (509) 962-7010 <br /> <br />AGENDA STAFF REPORT <br /> <br />AGENDA DATE: December 16, 2025 <br /> <br />ACTION REQUESTED: Request to Approve Change Order No. 1 with Cascade Central <br />Construction for the Grandstands Project <br /> <br /> <br />BACKGROUND: During construction of the northwest rodeo arena grandstands, <br />several unforeseen electrical and site conditions were identified <br />that required adjustments to the project scope in order to maintain <br />safe and uninterrupted operations at the Kittitas Valley Event <br />Center (KVEC). Change Order No. 1 incorporates five change <br />order proposals (COPs). <br /> <br />COP 1 was necessary to modify the temporary fiber setup to <br />ensure continued internet service across the KVEC grounds <br />throughout construction. COP 2 addressed a broken RV outlet <br />junction box located along the track, which previously drew power <br />from the old Behind the Chutes facility and required replacement <br />to maintain service reliability. <br /> <br />COPs 3 and 5 were required to update the Buckaroo Grandstands <br />receptacles and the press box electrical panel. Both systems were <br />originally fed from the main electrical service in the Behind the <br />Chutes building, and adjustments were needed to ensure proper <br />function following demolition of that facility as part of the <br />grandstands project. <br /> <br />Finally, COP 6 covered the removal of the megaphone mounted in <br />the center of the arena, an item not included in the original scope <br />of work but necessary to remove due to its conflict with the <br />ongoing reconstruction efforts. <br /> <br />COP 4 involves running conduit lines for future planning and <br />preparation as the facility is updated and enhanced to modern day <br />event operations as well as incorporating safety features, like new <br />security cameras. COP 4 design is not fully completed yet, so <br />therefore, it is not included here. It will be in Change Order No. 2. <br />
